PLT WALKED ACROSS ACTIVE RWY TO VISIT FSS.

Narrative

WHILE ON THE GND AT BOWMAN FIELD; A GOOD FRIEND AND FELLOW PLT AND I WALKED FROM THE OLD TERMINAL BUILDING TO THE FSS FACILITY FOR A WX BRIEFING. OUR PATH TOOK US ACROSS THE ENDS OF RWYS 1 AND 32. WHILE RETURNING TO OUR ACFT AFTER SPEAKING TO A BRIEFER; WE WERE APCHED BY AN ARPT SECURITY VEHICLE. WE WERE INFORMED WE HAD COMMITTED A VIOLATION AND THE TWR WANTED OUR NAMES AND PHONE NUMBERS. MY FRIEND WENT IN TO THE FBO AND CALLED THE TWR TO TRY AND CLARIFY THE SITUATION. NOTHING ELSE WAS SAID ABOUT THE SITUATION; AND WE PREPARED FOR DEP. MY FRIEND WAS TO FLY THE NEXT LEG OF OUR TRIP. HE CONTACTED CLRNC DELIVERY FOR DEP INSTRUCTIONS. THEY GAVE US AN INITIAL HDG; A TRANSPONDER CODE; AND TOLD US TO CONTACT DEP ON 121.5. SINCE WE WERE BOTH CONCERNED WITH DOING EXACTLY AS THE TWR INSTRUCTED; NEITHER OF US NOTICED THIS WAS THE EMER CHANNEL. READ BACK THE INFO; AND CLRNC DID NOT CORRECT THE DEP FREQ. I'M UNSURE IF THEY INTENTIONALLY GAVE US THE INCORRECT FREQ. REGARDING THE INCIDENT OF XING THE RWY; NEITHER MY FRIEND OR MYSELF SAW THIS AS A THREAT TO OURSELVES OR TO ANY AIR TFC. AS I MENTIONED EARLIER; I HAVE MORE THAN 300 HRS OF FLT TIME; MOST OF WHICH I GOT LNDG AND DEPARTING FROM UNCTLED ARPTS. WE ARE USED TO LOOKING FOR TFC; AND THERE WERE NO AIRPLANES IN THE PATTERN TO LAND ON THE RWYS WE XED. BOTH RWYS HAVE DISPLACED THRESHOLDS AND WE XED AT THE VERY END OF THE RWY. TFC INTO AND OUT OF BOWMAN WAS VERY LIGHT THAT DAY. AGAIN I DON'T SEE THIS INCIDENT AS A THREAT TO ANYONE'S SAFETY.
