GA SMA UNAUTHORIZED PENETRATION OF ACY ARSA.

Narrative

I WAS FILED IFR FROM AIY TO CNH; CLAREMONT; NH. TRIED 5-6 TIMES TO RAISE CLRNC DELIVERY ON RECOMMENDED FREQ AT BADER FIELD (UNCTLED FIELD) WITH NO RESPONSE. COULD NOT RAISE MILLVILLE FSS FROM GND AND ACY VOR CARRIES THE ATIS FOR ACY SO USE OF THIS FACILITY TO RECEIVE FSS WAS NOT POSSIBLE. NEAREST GUARDED VOR WAS CYD. I THEREFORE TOOK OFF FROM BADER FIELD WHICH LIES UNDER THE ACY ARSA AIRSPACE AND HEADED TO THE ACY VOR; MY FIRST FILED FIX FOR THE IFR FLT PLAN AND CALLED APCH WHILE STILL BENEATH HE ARSA (BELOW 1300 FT) IN ORDER TO REQUEST THE CLRNC. CTLR ASKED ME TO STANDBY FOR A MIN OR 2 AND THEN GAVE ME A SQUAWK CODE. IN THE PROCESS OF WAITING FOR HER INITIAL RESPONSE I WANDERED ITO THE ACY ARSA AND ALSO THE ACY ARPT ATA. CTLR INFORMED ME OF THIS AND ASKED WHY I DID NOT OBTAIN MY CLRNC ON THE GND AND WHEN I TOLD HER ABOUT MY DIFFICULTIES ON THE GND SHE WAS SYMPATHETIC AND OBTAINED THE CLRNC FOR ME. SHE ALSO STATED THAT THEY WOULD CHK ON THE PROBLEM WITH THE FREQ FOR DELIVERY ON THE GND AT BADER. THE BASIC PROBLEM; AS I SEE IT AT THIS PARTICULAR FIELD; CENTERS AROUND HAVING ONLY 1 OPTION TO OBTAIN AN IFR CLRNC; ON THE GND. I SEE IN RETROSPECT THAT I COULD HAVE FLOWN NE FROM BADER TO REMAIN CLR OF THE ARSA; THEN CLB TO AN ALT WHERE I COULD THEN RECEIVE MILLVILLE FSS ON THE CYD VOR BUT IF CONDITIONS HAD BEEN IMC THIS WOULD HAVE BEEN AN FAR VIOLATION AS WELL. IT WAS AN OPTION FOR ME ON THE DAY OF THE INCIDENT; HOWEVER; AND I SHOULD HAVE DONE IT THAT WAY EVEN THOUGH THIS WAS NOT THE INITIAL RTE OF FLT ON MY FILED FLT PLAN.
