ACR X HAD DECLARED AN EMER SUPVR CTLR TECHNIQUE COM FAILED TO (TRACON INTRAFAC COORD) TELL CTLR.

Narrative

WHILE WORKING THE FINAL N POS (AR-V); I WORKED ACR X COMING IN FROM OVER DALLAS; THIS ACFT WAS AN EMER AND THE EQUIP HAD BEEN CALLED OUT TO POS ON RWY 9L. WE WERE RUNNING RWYS 8L/9R APCHS. I WAS TOLD ACR X WAS EXPECTING A RWY DIFFERENT FROM THE ONE HE WOULD NORMALLY LAND ON. WX WAS IFR TSTM IN THE VICINITY OF ARPT. I HAD NO KNOWLEDGE OF ACR X BEING AN SMT HAD DEPARTED A CLOSE VICINITY ARPT. I HAD NO PRIOR NOTIFICATION OF THIS ACFT COMING TO ATL. WORKLOAD WAS HVY AND THE COMPLEXITY VERY DIFFICULT DUE TO THE WX. AT THIS SAME TIME I ALSO HAD A SLOW ACFT WHO CANNOT KEEP UP ON FINAL. THE SUPVR AND FEEDER CTLR KNEW ACR X WAS AN EMER BUT LEFT THE FINAL CTLR OUT OF THE LOOP PLACING ME IN A VERY AWKWARD POS. I AM RPTING THIS WISHING I HAD WRITTEN LAST WK. THIS OCCURRENCE LAST WK INVOLVED 2 SUPVRS WHO APPROVED NON STANDARD DEP PROCS BUT FAILED TO LET THE INVOLVED CTLRS KNOW OF THE DECISION. THIS IS HAPPENING ON AN ALL TOO FREQUENT OCCURRENCE AT ATLANTA TWR. I BELIEVE THE REASONS ARE 2 FOLD. IMPROPER TRAINING FOR NEWLY SELECTED SUPVRS AND THE LACK OF EXPERIENCE LEVEL; OR LACK OF EXPERIENCE; OF NEWLY SELECTED SUPVRS.
