ACR FOLLOWS TCASII RA. DSNDS.
Narrative
CLBING OUT OF ONT ON THE POMONA 6 DEP AT APPROX 4500 FT TCAS GAVE TFC ADVISORY; FOLLOWED BY TFC ALERT BY DEP CTL; FOLLOWED BY A RESOLUTION ADVISORY FROM TCAS TO DSND. ALMOST SIMULTANEOUSLY ONT DEP TOLD US TO CONTINUE CLB IMMEDIATELY. I DETERMINED THE BEST COURSE OF ACTION WAS TO DSND PER TCAS WHICH INDICATED TFC WAS STILL SLIGHTLY ABOVE US AT 12 O'CLOCK AND CLOSING RAPIDLY. AFTER CLR OF TFC; WHICH WE NEVER MADE CONTACT WITH VISUALLY; WE CONTINUED CLB ON THE POMONA 6 AND INFORMED ONT DEP THE REASON FOR NOT CLBING IMMEDIATELY AS THEY HAD INSTRUCTED. WHEN CLBING THROUGH APPROX 8000 FT WE RECEIVED ANOTHER TFC ADVISORY FROM TCAS FOLLOWED BY A LEVEL OFF RESOLUTION FROM TCAS FOLLOWED BY A LEVEL OFF RESOLUTION FROM TCAS. WE OBSERVED A LIGHT ACFT PASS R TO L A FEW HUNDRED FT ABOVE US. AFTER OUR 2 LEVEL-OFFS AND 1 DSCNT WE BARELY MADE THE 14000 FT XING RESTRICTION AT BUCCK WHICH MIGHT HAVE CREATED OTHER TFC PROBLEMS. WE ADVISED LOS ANGELES CENTER WE WOULD HAVE TROUBLE WORKING THE BUCCK RESTRICTION AND THEY WANTED TO KNOW WHY THEY HADN'T BEEN INFORMED EARLIER. WE HAD BEEN SO BUSY AVOIDING TFC; THAT WAS OUR FIRST OPPORTUNITY TO ADVISE LOS ANGELES CENTER. IN MY OPINION THE AREA IMMEDIATELY W AND NW OF ONT IS VERY HAZARDOUS. IN THE PAST I HAVE HAD OTHER TFC ALERTS IN THIS AREA QUITE FREQUENTLY; THE PROBLEM IS COMPOUNDED BY HIGH MOUNTAINS TO THE N; THE LAX TCA; AND THE ONT ARSA FORCING VFR ACFT INTO A VERY SMALL AREA. VFR ACFT FLYING JUST ABOVE THE 5000 FT ONT ARSA CEILING AND FLYING NEAR THE POM VOR 294 DEG RADIAL WILL BE IN GREAT DANGER OF TFC CONFLICTS WITH THE EVERY FEW MIN DEPS OF AIR CARRIER JETS. SOME SORT OF WARNING OF THIS PROBLEM ON THE LAX AREA CHART; OR A BULLETIN WOULD PROBABLY HELP A GREAT DEAL.
