GND VEHICLE OPERATOR'S COMPLAINT ABOUT A HELI FLYING LOW OVER HIS VEHICLE WHILE THE VEHICLE WAS DRIVING ON A TAXIWAY WITHOUT TWR CONTACT.

Narrative

I WAS INVOLVED IN AN INCIDENT AT TEB INVOLVING MY GND VEHICLE AND A HELI WHICH COULD HAVE HAD SERIOUS CONSEQUENCES AND WHICH NEEDS TO BE ADDRESSED. I WAS DRIVING FROM FBO N RAMP AT TETERBORO TO THE S RAMP. DOING SO INVOLVES TRANSITING OR XING TAXIWAY P. THERE IS AN ALTERNATE RTE USING HANGAR RAMP AREA BUT THIS NIGHT; THERE WERE SO MANY AIRPLANES ON IT THAT DRIVING WOULD HAVE BEEN DIFFICULT IF NOT IMPOSSIBLE. I WAS ADVISED BY MY SUPVR THAT DRIVING ON P WAS 'OK; JUST BE CAREFUL'. (PAPA IS UNCTLED BECAUSE IT CANNOT BE SEEN FROM THE TWR.) THE WX WAS IFR; ABOUT 2 MI IN FOG. AN SMT HELI CAME ACROSS AS IF FLYING DOWN RWY 19; WHICH IS ABOUT 200 FT FROM HANGARS. I SAW HIM BUT ASSUMED HE WAS DEPARTING 19; WHICH IS THE NOISE ABATEMENT RWY. HE TURNED R AND FLEW NEARLY OVERHEAD DURING HIS LNDG AS I WAS TRYING TO CLR THE TAXIWAY. 2 THINGS WHICH NEED TO BE ADDRESSED. FIRST; THERE NEEDS TO BE A FIRM POLICY REGARDING GND VEHICLES ON ARPT SURFACES. SECOND; IF GND VEHICLES ARE ALLOWED; HELIS SHOULD NOT BE LNDG ON UNCTLED AREAS; EXCEPT AT THEIR OWN RISK.
