WING TIP OF LTT HIT FENCE WHILE ACFT DEPARTING RAMP.
Narrative
DURING TAXI OUT OF GATE AREA WITH THE L ENG SHUT DOWN; WE WERE TURNING TO THE R TO AVOID A 6 FT FENCE. THE ACFT'S L WING TOUCHED THE TOP OF THE FENCE; THEN THE TAXI DIRECTOR GAVE THE 'STOP' SIGNAL. WE IMMEDIATELY STOPPED. THE L ENG WAS THEN STARTED. FOLLOWING THE TAXI DIRECTOR'S SIGNALS; WE THEN TAXIED FURTHER TO THE R AND CLRED THE FENCE. WE STOPPED THE ACFT THEN AND TURNED ON THE 'STROBE LIGHTS'. SINCE THEY ARE LOCATED AT THE TIP OF THE WING; AND WERE FLASHING; THE CAPT DETERMINED THERE WAS NO DAMAGE TO THE WING AND WE RESUMED OUR TAXI FOR TKOF TO APF (NAPLES; FL). UPON ARR AND POST-FLT AT APF; A SMALL PART OF THE L WING TIP 'STROBE LIGHT' WAS FOUND TO BE SLIGHTLY BENT DOWN; BUT THE LIGHT STILL WORKED. HOW PROBLEM AROSE: TSTM APCHING ARPT; LAST FLT OF DAY FOR CREW; L ENG STOPPED FOR PAX DEPLANING AND NOT STARTED FOR TAXIING OUT (TIGHT R TURN TO AVOID A 6 FT FENCE); GND TAXI DIRECTOR NOT GIVING 'STOP' SIGNAL UNTIL ACFT WING TOUCHED FENCE. CORRECTIVE ACTIONS: USE BOTH ENGS FOR TAXIING; ESPECIALLY IN TIGHT PARKING AREAS; GREATER AWARENESS OF THE GND TAXI DIRECTOR. WHEN ACFT WING WAS APCHING THE FENCE; THE 'STOP' SIGNAL SHOULD HAVE BEEN GIVEN; TOW BAR ATTACHED AND HAVE TUG PULL ACFT AWAY FROM FENCE. HAD A LITTLE MORE JUDGEMENT AND BETTER DECISIONS BEEN MADE BY THE CAPT AND THE TAXI DIRECTOR; THIS RPT WOULD NOT BE NECESSARY.
