ACR X HAS LTSS FROM SMT Y. SYS ERROR.

Narrative

ACR X ON APCH INTO CLT THE APCH CTLR HAD US AT 210 KTS AND CLRED FOR THE BC LOC 23 APCH. AFTER CONTACTING TWR; TWR ADVISED TO SLOW TO 150 KTS. WE SLOWED TO 150 THEN THE TWR REQUESTED 120 KTS. WE SLOWED TO 120 KTS THEN THE TWR REQUESTED MIN APCH SPD. WE WENT TO FULL FLAPS AND SLOWED TO 88 KTS. THE CTLR TOLD US THAT HE HAD SMT Y LNDG ON 18L THAT HE WAS NOT TALKING TO. I TURNED TO LOOK AND SURE ENOUGH WE WERE BOTH ABOUT 1/2 MI TO EACH RESPECTIVE RWY. FROM MY VIEW POINT THERE WAS NO WAY WE COULD LAND; SO I STARTED ADDING PWR TO STOP OUR DSCNT; PREPARING FOR A SURE GAR. AT THE TIME OF XING THE END OF EACH RWY THE OTHER SMT Y CALLED AND REQUESTED PERMISSION TO LAND. THE CTLR CLRED SMT Y TO LAND THROUGH THE INTXN. AT THIS POINT I WAS HOLDING ABOUT 200 FT AGL ON SPD. SMT Y LANDED ABOUT 200 FT SHORT OF THE 18/23 INTXN AND WE CROSSED THE TFC AT THE INTXN ABOUT 180 FT AGL. THE TWR CLRED US TO LAND BEFORE THE TFC WAS THROUGH THE INTXN. 'THE TFC IS CLR OF THE INTXN; YOU ARE CLRED TO LAND.' WE CROSSED SMT Y AT ABOUT 180 FT AGL AND LANDED ON THE OTHER SIDE OF THE INTXN. THERE WAS NO REAL DANGER IN THIS SITUATION AS LONG AS ALL INVOLVED KNEW WHAT WAS HAPPENING.
