Air Carrier ramp personnel reported an inability to close out cargo release due to baggage configuration error message.

Narrative

I loaded this flight with roughly 30 minutes till departure with 1 tractor. I work on the international side and had to come with 4 of my crew members to Gate X to load this flight. This flight had a Hazmat planned on the card and I surrounded this with 600 lbs. of freight. As the only card person & lead on this flight; being pressured that it was a special flight as well; I was focused on trying to get the flight out on time whilst the rest of my crew members had other tasks given from me to do regarding the flight. After examining what the card stated; it says I had to surround the Hazmat with 15 bags; 450 lbs. of mail; 9 ballots; or a combination of either. On previously loaded flights I've completed; I've finalized cards with bags not meeting the required count but substituting it with items such as quick packs; AOGs; or CAP (Continuous Airworthiness Program) to equal 450 lbs. surrounding the Hazmat. I am confused as to why it wasn't accepted on this flight that I wasn't able to close out the card with 600 lbs. of freight but can use other items such as AOGs; quickpacks or CAP with either a minimal amount of bags or mail when loading other flights.
