COMMUTER ACFT OVER FLYING PROHIBITED AREA ACCUSED OF PENETRATING THE EXPANDED AIRSPACE.

Narrative

ACFT FLOWN WAS AN MDT FLT. IT WAS BTWN RKD TO BOS. THE FLT L RKD AT XX LCL TIME. THE WX WAS VMC THROUGHOUT THE NEW ENGLAND AREA AND THE FLT WAS CONDUCTED UNDER VFR BTWN 5-10 MI OFF SHORE. AT THE TIME WE PASSED P67 WE WERE OPERATING AT 1200 FT. WE CLBED TO 2500 FT TO ENTER THE BOSTON TCA. WHEN APCHING THE BOSTON AREA WE CONTACTED MANCHESTER APCH; THEY TOLD US TO CONTACT BOSTON APCH AND RECEIVED CLRNC TO ENTER THE TCA AT 3500 FT. ONCE ON THE GND; BOSTON GND CTL REQUESTED THAT WE CALL THEM. I CALLED THE BOSTON TWR AND WAS TOLD TO CALL PORTLAND APCH BY PHONE. I CALLED PORTLAND APCH AND SPOKE WITH CTLR WHO INFORMED ME THAT WE HAD ENTERED AN EXPANDED P67 PROHIBITED AREA. CTLR SAID SHE SHOWED US ON RADAR AT 1200 FT AND 3.5 MI FROM P67. SHE SAID THIS SITUATION WOULD BE RPTED. I TOLD CTLR TO CHK THE NOTAMS AND THERE WERE NONE PERTAINING TO P67. CTLR ASKED ME TO HOLD WHILE SHE CHKED ON THIS. SHE CAME BACK TO THE PHONE AND ADMITTED THAT THE EXPANSION OF P67 WAS NOT INCLUDED IN THE NOTAMS. CTLR THEN SAID SHE WOULD HAVE TO CALL THE ARPTS AROUND PORTLAND; SUCH AS SANDFORD AND BIDDEFORD ARPTS; TO WARN THEN OF P67 BEING EXPANDED AND 'ACTIVE.' THEIR IS ENCLOSED A COPY OF THE SPECIAL USE AIRSPACE TABLE FROM THE NEW YORK SECTIONAL CHART. PLEASE NOTE THE P67 IS A 1 MI RADIUS UP TO 1000 FT CONTINUOUS. THERE IS A STATEMENT ON THE CHART NEAR P67 THAT WARNS PLTS TO CHK NOTAMS FOR AN EXPANSION OF THIS AREA. THE FLT RELEASE FROM THE COMPANY DID NOT INDICATE ANY NOTAMS ABOUT P67 AND THE ARPTS IN RTE FROM ROCKLAND TO BOSTON. I HAVE ALSO ENCLOSED THE NOTAMS AVAILABLE TO US THE TIME OF THIS SITUATION. AGAIN; PLEASE NOTE THAT P67 IS NOT MENTIONED. THROUGH SOME INVESTIGATION INTO THIS SITUATION THERE IS SOME FAULTS ON GETTING THE WORD OUT. ALSO A LAPSE IN THE RESPONSIBILITIES OF THE FSS PERSONNEL TO MAKE NOTAMS AVAILABLE TO PLTS IN TIME TO MAKE COMPLIANCE POSSIBLE.
