Narrative
IN JUL; 1991; I CALLED DOUGLAS COUNTY UNICOM FOR LNDG ADVISORY. I WAS ADVISED WIND 240 AT 15. I PROCEEDED TO ENTER A L DOWNWIND FOR RWY 30. AS I TURNED BASE LEG I SAW A GLIDER BELOW ME TURNING FINAL FOR RWY 30. SO I EXTENDED MY BASE LEG. AS I TURNED FINAL IT BECAME CLR THAT THE GLIDER WAS NOT GOING TO CLR THE RWY. I ANNOUNCED I WAS DOING A L 360 ON SHORT FINAL. WHEN I ROLLED OUT OF THE 360 DEG TURN APPROX 2 MIN PLUS LATER ON FINAL THE GLIDER STILL HAD NOT CLRED THE RWY. PLUS; THERE WAS ANOTHER GLIDER AND TOW PLANE STAGED ON THE RWY IN FRONT OF THE FIRST GLIDER. I EXECUTED A GAR AT APPROX 200 FT AGL; OFFSET TO THE R OF THE RWY AND TURNED XWIND AT APPROX MIDFIELD AND REENTERED L DOWNWIND FOR RWY 30. WHEN I TURNED FINAL FOR RWY 30 THE TOW PLANE AND THE 2 GLIDERS WERE STILL ON THE RWY AND HAD NOT BEEN CLRED SO I EXECUTED ANOTHER GAR AND ENTERED A R DOWNWIND FOR RWY 16. AS I ENTERED DOWNWIND FOR RWY 16 SOMEONE CAME ON THE UNICOM AND MADE THE STATEMENT 'PWR PLANE TRYING TO LAND ON 30; YOU ARE GOING TO HAVE TO HOLD; WHILE WE LAUNCH 2 GLIDERS; WE HAVE HAD A PROBLEM WITH A TOW PLANE'. I LANDED ON RWY 16 WITHOUT FURTHER INCIDENT. AS I CLRED RWY 16 AND TAXIED TO THE HANGAR; RWY 30 HAD STILL NOT BEEN CLRED. THIS WAS APPROX 12 TO 15 MINS AFTER I HAD FIRST ENTERED DOWNWIND FOR RWY 30. I FEEL THIS WAS A DELIBERATE ACTION ON THE PART OF GLIDER OPERATOR TO DISRUPT THE USE OF RWY 30 BY ANY ACFT OTHER THAN GLIDERS. REFER TO FAR PART 91.113(G).
