COMMUTER SMT TRACK HDG DEV ON DEP VECTOR FROM MWH.

Narrative

ON OUR SCHEDULED DEP FROM MOSES LAKE ARPT WE WERE ISSUED THE MOSES 1 DEP AS FILED TO WENATCHEE ARPT (EAT). THE AS FILED RTING WAS VICTOR V-357 (R250 OFF MWH). AFTER DEPARTING RWY 3 AT MWH WE CONTINUED CLBING TO 8000 FT (ASSIGNED) AND GOT HANDED OVER TO GRANT COUNTY DEP. DEP GAVE US A R TURN TO INTERCEPT V-357 ON ASSIGNED HDG 260 DEG. AFTER SETTING THE HDG BUGS THE CAPT STARTED A L TURN TO 260 DEG (THE SHORTER TURN). ONCE WE ROLLED OUT ON 260 DEG THE DEP CTLR TOLD US THAT IT WAS SUPPOSED TO BE A R TURN! AS WE WERE GOING OVER THE ARR END OF RWY 14L; DEP ASKED IF WE HAD AN ACR WDB ON FINAL TO 14L ON OUR R SIDE. WE DID AND STATED SO AND NOTHING ELSE WAS STATED. WE HAVE FLOWN THIS TRIP ALL MONTH LONG AND MWH VOR HAS BEEN OTS ALL MONTH. EVERY OTHER TIME WE DEPARTED MWH WE ALWAYS MADE A L TURN TO JOIN THE AIRWAY. TO AR LARGE EXTENT THE PROBLEM WAS DUE TO CONDITIONED RESPONSE FROM PREVIOUS DEPS FROM MWH. IN THE MORNING IN SEA I HAD NOTED THAT THE MWH VOR WAS STILL OTS. BUT IT HAD COME BACK ON AND WE FAILED TO NOTE THAT ON OUR NOTAMS FROM MWH.
