Narrative
On date; Area E was given a launch package for Eastern Range ALTRV J0001. Launch package contained all route closures and reroutes pertaining to 2 AHA's (Alert Hazard Area) associated with the launch and 1 THA (Transitional Hazard Area) in between these 2 AHA's. Transitional Hazard Areas are not permitted in the Non Radar environment due to sector's inability to ensure the angular requirements needed to fly through a THA. We were briefed by NATCA that the FAA has assumed all levels of risk pertaining to launches in the non radar environment. This information has never been presented to the controllers in any form of training or briefing. While the FAA may assume all levels of risk associated with this launch the launch package given to controllers says otherwise. The only training ZNY oceanic controllers have received pertaining to launches was a CBI (Computer Based Instruction) that only reviews requirements for AHA's and THA's in a radar environment. The launch package for ALTRV J0001 not only contained a THA but also a note stating ' The THA is calculated at 1x10-7; is defined by the FAA for separation with air traffic; and allows for transition of the area under specific rules.' Those 'specific rules' only pertain to aircraft transitioning in the radar environment. With virtually no training; briefings; or changes to local LOA or SOP how is a controller supposed to assume the FAA is assuming all levels of risk associated with this operation. The launch package states there is a THA in their airspace and that they are to adhere to all specific rules associated with transitioning that airspace. It has been my experience over the last XX years that when a new procedure/operation is introduced to the NAS that the agency in conjunction with NATCA will build regulations and procedures first then ensure the workforce is trained and briefed and lastly go operational. When it comes to Space Ops we are fully operational with no procedures for the non radar environment. No training has been given either on the controller side or management. Every launch is a shoot from the hip approach. Recommendation - Every Launch package states that THA's are for the radar environment only. Every Launch package states that the FAA has assumed all levels of risk associated of launches in the oceanic environment. ZNY updates local SOP with set procedures for handling Space Ops; including procedures for handling an OFF NOMINAL EVENT. AHA/THA CBI is not sufficient. Almost 100 percent of launches at ZNY happen in the non radar environment. This particular CBI does not mention the non radar environment once. We simply checked a box and said they have the training. Brief and train the workforce.
