Narrative
ACR X WAS CLRED FOR ILS 28R; SFO. MIL Y WAS A NUQ DEP; FLYING OSI9 SID. NUQ LIES S OF SFO 28R FINAL; 20 NM E OF SFO. NORMAL OSI9 DEP TURN PRIOR TO AND BELOW SFO FINAL. DUE TO SPD AND SLOWER THAN NORMAL TURN ON COURSE TO OSI; MIL Y WENT BEYOND ANTICIPATED FLT PATH OF NORMAL OSI9 DEP. WHEN I REALIZED MIL Y POS RELATIVE TO SFO FINAL; I ISSUED TFC TO ACR X. THEY WERE DIVERGING AT THAT TIME. ACR X ALSO RECEIVED A TCASII ALERT. THE CALL SIGN OF MIL Y BEING A ROUTINE SOUNDING MIL CALL SIGN; I DID NOT NOTICE ACFT WAS A MLG UNTIL AFTER THE FACT OF THE INCIDENT. (90 PLUS PERCENT OF OSI9 DEPS ARE LTT TURBO PROPS). I HAD BEEN ON POS 3 MINS WHEN THE INCIDENT OCCURRED. SUPPLEMENTAL INFO FROM ACN 187843. ACR X 14 TO 14.5 NM ON THE SFO 28R LOC. THE TCASII WENT OFF AND I FOLLOWED THE PULL UP INDICATION. ALSO I LOOKED ON THE RADAR SCOPE AND THE TFC WAS BEHIND AND BELOW AND SLIGHTLY L BUT CLBING. HE WAS AT 3400 FT AND WE WERE DSNDING THROUGH 4200 FT. AS MY PULL UP MANEUVER PROGRESSED; I SAW THE TFC OUT MY WINDOW APPROX 300 FT AWAY. HE WAS TURNING AWAY AT THE TIME. APCH SAID HE WAS LIMITED TO 4000 FT. HOWEVER WITH OUR SPD OF 200 KTS AND HIS PROBABLE 250 KTS; IT WAS A VERY NEAR MISS.
