RWY INCURSION WITH POTENTIAL CONFLICT BTWN TAXIING SMA AND LNDG CORP JET. JET GIVEN GAR. OPERATIONAL DEV.

Narrative

RWY 8 WAS THE ACTIVE RWY; RWY 13 (INTERSECTS WITH RWY 8) SE OF RWY 8 WAS THE GND CTLR'S CTL FOR TAXIING ACFT. THIS IS A COMPLETELY NORMAL OP AT THIS ARPT DUE TO TFC VOLUME. THE LCL CTLR REQUESTED RWY 13 ACTIVE. THE GND CTLR COORD VERBALLY WITH THE LCL CTLR THAT RWY 13 WAS THE LCL CTLR'S CTL. APPROX 5 MINS PASSED AND SMA X CALLED THE GND CTLR FOR REPOS. THE GND CTLR INSTRUCTED SMA X TO TAXI TO THE RAMP (THIS INVOLVED ACFT X XING RWY 13). THE LCL CTLR OBSERVED ACFT X ON THE RWY AND INSTRUCTED CORP JET Y TO GAR. AT THIS ARPT; THE ONLY MODE OF COORD FOR RWY XINGS IS VERBALLY. NONE OF THIS COORD IS RECORDED; NOR IS THERE ANY VISUAL REMINDER OF WHICH CTLR HAS CTL OF WHICH RWY. I HAVE FOUND OUT SINCE THIS INCIDENT OCCURRED; MANY OTHER TWRS; INCLUDING LEVEL 5 TWRS USE VISUAL AIDS (SUCH AS FLT PROGRESS STRIPS; DISC'S WITH THE RWY NUMBERS ON THEM; ETC) TO AID THEM IN PREVENTING SITUATIONS LIKE THIS FROM OCCURRING. UNFORTUNATELY FOR ME; THE FACILITY I WORK AT HAS NONE OF THESE PROCS IN PLACE; WHICH MIGHT HAVE PREVENTED THIS INCIDENT FROM OCCURRING.
