WHILE ON AN APCH FROM THE E TO MOB WITH CB'S BUILDING SE THROUGH N; A COM PROBLEM WITH A DEPARTING ACFT CAUSED AN INTERRUPTION TO OUR DSCNT 'LEVEL AT 9000' WHILE PASSING 8.8; RECLRED TO 8000 WITH A PREVIOUS CLRNC TO 6000. EVENTUALLY WE WERE CLRED TO 4K; THE OUTER MARKER FOR RWY 14 WAS ON THE NOSE; BOTH ILS'S WERE TUNED AND IDENTED; AN ARPT WITH A SE RWY WAS IN SIGHT. WE REQUESTED AND RECEIVED A CLRNC FOR A VISUAL APCH TO RWY 14 AT MOB REGIONAL. WITH 1 EYE ON THE RADAR SCOPE AND 1 EYE ON THE ARPT; AS WE LINED UP ON AN APPROX 4 MI FINAL; OUR ELECTRONIC INFO DID NOT AGREE WITH THE VISUAL PICTURE. AFTER DOUBLECHKING OUR NAVAIDS; ADF ON R WING; NO ILS LOC/GS; INCORRECT RWY MARKINGS AND FIELD LAYOUT; WE ASKED THE TWR TO CONFIRM OUR POS. 'YOU ARE LINED UP WITH THE MOB DOWNTOWN ARPT; A R TURN TO 320 DEG AT 1800 FT WILL PUT YOU ON A DOWNWIND FOR MOB REGIONAL'. FOLLOWING A NORMAL LNDG I CALLED THE TWR TO DISCUSS THE CIRCUMSTANCES LEADING TO MY ERROR. THEIR REPLY; 'NO PROBLEMS WERE CREATED AND NO NEED TO WORRY'. LESSONS LEARNED: 1) DON'T ALLOW DISTR (WX; COM) TO CIRCUMVENT GOOD HABITS; KEEP 1 NAV RECEIVER ON THE FIELD VOR UNTIL... 2) THIS WAS THE THIRD DAY OF A EARLY MORNING BODY CLOCK GET UPS; WX HAD BEEN A PROBLEM THE LAST 2 DAYS. BOTH PLTS HAD DISCUSSED POOR SLEEP THE PREVIOUS 2 NIGHTS; 'BE EXTRA CAUTIONS'.
