CTLR OVERLOADED WITH TFC; ALLOWS AN ACR TO ENTER ANOTHER CTLRS AIRSPACE WITH LATE HDOF.

Narrative

ACR X WAS BEING VECTORED FOR SPACING TO LGA ALONG WITH APPROX 6 OTHER ACFT IN SECTOR ON VECTORS FOR SPACING TO LGA. 20 MI INTRAIL RESTRICTIONS REQUIRED LEAVING HPW HIGH SECTOR WITH NO SPACING REQUIRED ON ACFT ENTERING SECTOR. I WAS ALSO WORKING APPROX 6 ADDITIONAL ACFT AT TIME OF INCIDENT. I REQUESTED AN L-SIDE (HDOF) CTLR. MY D-SIDE MOVED TO L-SIDE AND I INSTRUCTED L-SIDE TO POINT OUT ACR X TO SHD SECTOR (ACFT ON 340 HDG NEARING SECTOR BOUNDARY WHEN POINT OUT ACCOMPLISHED). ACFT ALREADY WITHIN 2 NM OF RECEIVING CTLRS AIRSPACE. ACFT THEN CLRED ON COURSE WITHOUT FURTHER INCIDENT. FACTORS THAT I BELIEVE CONTRIBUTED TO THIS INCIDENT ARE LACK OF SUFFICIENT HELP FROM FLOW CTL (RESTRICTIONS FROM 20 MI INTRAIL (MIT) TO 10 MIT AFTER INCIDENT). I WAS NOT AWARE OF VOLUME OF LGA TFC APCHING SECTOR (SUPVR ADVISED BY FLOW CTL THAT ONLY 2 OR 3 LGA AIRPLANES LOOKED TO BE A PROBLEM). NOT ACCEPTING D-SIDES ADVISE TO PUT SOME OF TFC IN HOLDING TO REDUCE VECTORING REQUIRED. SUPPLEMENTAL INFO FROM ACN 188543. AS THE HDOF CTLR; I POINTED OUT ACR X TO THE R72 CTLR AS HE WAS APCHING THE BOUNDARY. R72 APPROVED THE POINT OUT BUT STATED IT WAS A LITTLE LATE. THERE WAS TFC FOR ACR X AT THE SAME ALT (AN ACR AT FL350). AS I POINTED OUT ACR X TO R72; I STATED 'WE WILL MISS THE ACR.'
