ACR X UNAUTHORIZED UNCOORD PENETRATION OF ADJACENT ARTCC SECTOR AIRSPACE. OPDEV.

Narrative

ACR X HAD CHANGED DEP POINT FROM ABR TO ATY; STRIP WAS MARKED BY ABR BEING CROSSED OUT; ATY WRITTEN IN AND CIRCLED IN RED. ACFT DEPARTED; NOTICED STRIP CIRCLED IN RED; THOUGHT ACR X DEP TIME WAS ALREADY ENTERED IN COMPUTER; WHEN ACTUALLY IT WASN'T. ATTN DIVERTED BY OTHER ACFT. DEP TIME NEVER ENTERED IN COMPUTER. ACFT SUBSEQUENTLY PENETRATED NEXT SECTOR WITHOUT DEP TIME FORWARDED. BEACON CODE NOTICED BY NEXT SECTOR; CALLS WERE INITIATED AND ACFT IDENTED. SUPPLEMENTAL INFO FROM ACN 189348: A CTLR WORKING A SECTOR ADJACENT TO MINE APPARENTLY ISSUED AN IFR CLRNC TO AN AIR CARRIER AND DID NOT DEPART THE ACFT IN THE COMPUTER. SUBSEQUENTLY THE ACFT LIMITED DATA BLOCK SHOWED UP ON MY RADAR SCOPE AND BECAUSE IT WAS SQUAWKING A CENTER CODE; I LOOKED IN THE COMPUTER FOR THE CODE AND FOUND THE AIRPLANE FLT PLAN BUT IT HAD NOT BEEN DEPARTED. I DO NOT THINK THE OTHER CTLR WAS BUSY; BUT I AM NOT SURE DUE TO THAT SECTOR BEING IN THE OTHER ROW. AFTER CALLING FOR THE PARTICULAR ACFT IN THE BLIND AND NOTIFYING THE SUPVR ON DUTY THE ACFT EVENTUALLY CAME ON FREQ AND WONDERED IF HE SHOULD BE ON MY FREQ AND I TOLD HIM TO IDENT AND HE TOLD ME HE HAD BEEN GIVEN AN IFR CLRNC.
