SMA X LANDED ON OCCUPIED RWY OVER THE TOP OF ACR Y. PLTDEV.

Narrative

SMA X ON IFR PLAN TO CMH. APCH VECTORED ME TO A SHORT FINAL IN HOPES OF COMPLETING A VISUAL APCH WITH THE OPTION OF AN ILS IF THE FIELD WAS NOT SIGHTED. I ASKED FOR A LOWER ALT BUT WAS TOLD TO REMAIN AT 3000 UNTIL LATER. WHEN THE FIELD WAS SIGHTED I WAS HIGH BUT WITH THE LENGTH OF THE RWY; APCH ASKED IF I COULD LAND ON THE LAST HALF. THIS SEEMED REASONABLE. SO I WAS VECTORED ONTO A FINAL APCH COURSE AND TOLD TO CONTACT TWR ON 132.7. I TUNED THE RADIO BUT WAS UNABLE TO REACH TWR. I CONTINUED INBOUND ON A STEEP DSCNT. THE BUSY ACTIVITY OF MANAGING THE AIRPLANE KEPT ME FROM NOTICING THAT I WAS NOT RECEIVING TWR. AFTER LNDG I NOTICED THAT I ERRONEOUSLY TUNED 132.0. DURING THE LAST 45 MI OF APCH AN ACR LGT PULLED OUT ON THE RWY. SINCE I WAS HIGH AND WAS KNOWN BY APCH TO BE USING THE LAST HALF OF RWY I CONTINUED ON TO LAND. CORRECTING THE RADIO AFTER LNDG THE TWR (VERY UPSET) INFORMED ME I LANDED WITHOUT A CLRNC. IN THE BUSINESS OF THE STEEP FINAL I THOUGHT I GOT A CLRNC FROM APCH. I KNOW TWR GIVES THESE CLRNCS BUT WITHOUT RADIO I PROCEEDED ON. I FEEL THAT I SHOULD HAVE BEEN GIVEN A CIRCLING APCH TO LOSE ALT OR THAT I SHOULD HAVE NOT ACCEPTED THE STEEP APCH. I DO FEEL HOWEVER THAT TWR SHOULD HAVE KNOWN FROM APCH THAT I WAS ON FINAL AND NOT RECEIVING RADIO COM SHOULD NOT HAVE DIRECTED THE JET TO TAKE THE ACTIVE. I WAS APPROX 200 FT OVER THE THRESHOLD WITH THE JET CLRLY IN SIGHT. WE NEVER WERE CLOSE ENOUGH FOR COLLISION. I FEEL THAT THIS WAS A COMBINATION OF ERRORS BOTH ON MY PART AND THE INVOLVED APCH (NOT LOWER ALT AND VECTOR TO CLOSE TO THRESHOLD) AND TWR CTLRS (JET ON RWY WITH NO RADIO CONTACT WITH ME).
