Captain reported frustrating delays and communications issues caused by the electronic maintenance program currently used.
Narrative
The Company Maintenance software is actively creating a disincentive for compliance because it; by its design; does not align with the operational goals of the front line Employees. Because of this; it is creating; rather than solving; Safety Hazards and increasing risk. I had a recent bird strike; wrote it in the logbook and called Maintenance. The Technician told me that; had I simply called him; he could have inspected the aircraft and had me on my way; but doing the paperwork was going to take an additional 45 minutes. We were already XA:30 behind schedule; were looking at a 12 hour duty day; and starting to feel the initial effects of being fatigued. By the end of the day both my First Officer and I were completely trashed. I know you all have this sanitized view of Safety and procedures; but you really have to trust me when I tell you that there exists a huge incentive to not involve the computer system and paperwork when dealing with aircraft issues. It's impossible to justify the lengthy delays; there has been plenty of time to fix the problem; and there is intense frustration on behalf of Pilots and Aircraft Technicians alike.
