Pilot Examiner reported NMAC with another aircraft in airport traffic pattern due to airport over congestion.
Synopsis
Pilot Examiner reported NMAC with another aircraft in airport traffic pattern due to airport over congestion.
Narrative
I was conducting a flight exam at the Mankato Airport. I was listening to the radio and trying to cypher through all of the [N numbers] calling on it. I then heard someone say do you have the airplane downwind midfield which I recognized as me. I looked left at midfield and began descending recognizing at the same time that there was indeed a second plane headed at me passed the runway on my side. They broke left and up. This is the second time in a month at this airport the over congestion and nonstandard patterns have nearly caused an accident.[A local flight school] is teaching student pilots nonstandard operations because this school is overpopulating a non-towered airport with airplanes causing hazards for any other airplane entering the area trying to fly a standard pattern. Additionally; there is so much chatter on the radio and most of it [with callsigns] that it is nearly impossible to decipher who is where. Tribal knowledge is being used in names of checkpoints that are not available on the charts. This airport will have an accident. It will be too late. This incident has been reported to the controlling FSDO and they answered they are aware of the problem. They stated the school is really trying hard. The school and they; blame the city for not getting a control Tower.
