CORP ACFT ON ILS APCH IN IMC HAS NMAC WITH MLT PRACTICING APCHS.

Narrative

I WAS THE PLT OF SMT FLYING THE ILS TO RWY 1 AT WILMINGTON; DE; ON SEP/WED/91. AT APPROX 1600 FT; STILL IN IMC CONDITIONS WITH THE LOC AND GS CENTERED; I SAW OUT OF THE CORNER OF MY EYE A MIL MLT AT MY ALT OFF MY R WING TIP LESS THAN 100 YARDS AWAY. THIS HAPPENED SO FAST THAT EVASIVE ACTION WAS NOT TAKEN ON MY PART AND THE MLT PASSED JUST BEHIND ME. MY HDG AT THE TIME WAS APPROX 010 DEG AND I ESTIMATE THE MLT WAS 250 DEG TO 270 DEG. AT THE TIME I DID NOT HAVE THE RWY OR ARPT IN SIGHT. AND IF I RECALL CORRECTLY; I WAS STILL IN AND OUT OF THE CLOUDS AT THAT POINT IN THE APCH. I WAS STILL ON PHILADELPHIA (126.6). I TALKED TO THE ILG TWR CHIEF AFTER LNDG AND HE TOLD ME THAT THE MLT WAS VFR SHOOTING LNDGS. I FEEL THAT THERE WAS SOME KIND OF BREAKDOWN IN COM BTWN PHILADELPHIA APCH AND ILG TWR. I ALSO BELIEVE THAT THE MLG CREW WAS NOT IN VFR CONDITIONS AT THE TIME OF THIS OCCURRENCE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR CONVERSATION WITH TWR CHIEF INDICATES POOR COORD BTWN FACILITIES. WX CONDITIONS HAD DETERIORATED AND MLT HAD REQUESTED IFR CLRNC. DURING THIS TIME CREW WAS SUPPOSED TO BE VFR BUT WAS AN AIRSPACE WHERE SOMEONE SHOULD HAVE BEEN CTLING HIM AND NO ONE WAS. CHIEF SAID HAS HAPPENED BEFORE WITH MIL TFC AND MEETING WITH TRACON COULD BE SCHEDULED TO ASSURE BETTER COORD.
