LTT DEPARTING NOTIFIED OF TRUCK AT DEP END OF RWY. ON TKOF PERSONNEL AND MACHINE ON RWY. CONTINUED TKOF.
Narrative
WE WERE DEPARTING MKL WITH A FULL LOAD OF PAX TO MEM; OUR DEST. RWY 20 WAS IN USE. WE PICKED UP AN ADVISORY FROM JACKSON RADIO WHO TOLD US THE RWY AND CAUTIONED US ABOUT A TRUCK WORKING AT THE DEP END OF THE RWY. WE SAW THE TRUCK WHICH WAS ON A TAXIWAY NOT MOVING AND DID NOT REPRESENT A THREAT. THERE WAS A NOTAM FOR THE RWY TO BE CLOSED AT XX00Z FIRST 1000 FT RWY 2 ALSO A NOTAM FOR NO MARKINGS ON THE RWY. WE INITIATED OUR TKOF ROLL AND AT A SPD NEAR VR WE NOTICED 2 MEN AND WHAT COULD HAVE BEEN A STRIPING MACHINE NEAR THE TOUCHDOWN ZONE OF RWY 2 WE DECIDED TO CONTINUE OUR TKOF AND CLB FEELING IT WOULD HAVE BEEN MORE DANGEROUS TO ABORT THE TKOF AT THIS SPD. RWY LENGTH WAS 6008 FT ACCELERATE STOP FOR US WAS 5000 FT LEAVING NO ROOM FOR ERROR. I FEEL LIKE THE CREW ON THE RWY SHOULD HAVE COMMUNICATED BETTER WITH FSS ON THE FIELD SO WE WOULD NOT HAVE HAD TO FLY OVER THEIR HEADS ON TKOF OR RUN OVER THEM DURING AN ABORT. THE EARLY MORNING VISIBILITY AND UNMARKED RWY ALSO MADE IT DIFFICULT TO SEE THE MEN ON THE RWY. I'M WRITING THIS BECAUSE BY OUR COMPANY REGULATION WE MUST ABORT ANY ABNORMAL SITUATION TKOF PRIOR TO V1 BUT I FEEL DOING THIS WOULD HAVE CREATED A POSSIBLE ACCIDENT AND THEREFORE DEFEATED THE PURPOSE OF FOLLOWING COMPANY PROC.
