Narrative
On takeoff out of ZZZ on Runway XXL; shortly after (3-4 seconds) after 'Positive Rate; Gear Up' was called. We received an aural warning 'Landing Gear; Landing Gear'. Both the Captain and I immediately looked at the gear lever when we heard that and seen it was up. I was hand flying the airplane and do not recall seeing gear 'UP' indications. The Captain cycled the gear back down and then back up. Again; I do not recall seeing 3 'UP' indications as I was focused on hand flying the airplane. I did however still hear wind drag from hear when the gear lever was up. We did not receive any EICAS messages. The Captain called ATC and asked if we could come back to do a flyover to see if the tower could visually check if the gear was up. After Captain cycled gear 4-5 times and calling Flight Attendants to make them aware; they shared passengers were very distraught. At this point we were approximately midfield downwind and captain requested to make a full landing. We did not [request priority]. He set up the approach and we landed very softly without incident. Landing gear would not retract after takeoff. After we heard the landing gear warning; we should have continued flying and requested a 'hold' or delay vectors so we could assess the problem more thoroughly. This would have included turning on the Autopilot vs. hand flying; reviewing possible QRH information; communicate with dispatch as well as assess options related to our landing weight and/or [requesting priority].
Second reporter narrative
On flight ZZZ-ZZZ1 on Date; we took off from ZZZ and proceeded to run the after takeoff checklist. Upon doing so the aural 'landing gear' went off and the first officer noticed that the airspeed was dropping. We began to level off and build airspeed and could hear that the landing gear was still down. We cycled the landing gear multiple times and the gear still remained down. After cycling the gear multiple times and realizing that the landing gear was not fully up and stowed we decided to land in ZZZ. We coordinated with ZZZ about our return to the field. We proceeded to return to the field safely and were able to return to the gate. Upon arriving at the gate the passengers thanked the entire crew for their professionalism and getting everyone back safely. I learned today we landed overweight and I inadvertently forgot to make a logbook entry for that in addition to the logbook entry I made for the landing gear issue.
