Air carrier Captain reported tug operator failed to use proper communications; comply with push instructions; nor operate in a safe manner; resulted on close contact with another aircraft. Event was observed by crew; ground personnel and passengers as reckless and dangerous.

Narrative

Almost hit another aircraft by inches. Thus pushback off CLT [Gate] XX first started bad with female Tug Driver on inter phone just saying non standard incomplete 'all secure below ready for pushback when you are.' Instructions were to pushback then pull to abeam [Gate] XY. Also indicating she was new or not trained well was pushback was slow and jerky. For some reason she pulled us up close to aircraft parked XY almost as if she was trying to pull us into XY. Was there confusion what 'abeam XY' meant? She straightened out some kept creeping forward and I was concerned of my wing clipping tail of aircraft on XY. Numerous Rampers stared in concern some running over giving thumbs up at first that wing would clear. The as we got ever so close to hitting Ramper came running with arms crossed signal. I transmitted over inter phone 'STOP' no response 'STOP' no response flashed my light 3 times as per AOM. Now a male Name was transmitting on Interphone 'can you hear me' I said 'yes STOP!!!' still no response he kept pulling us clearly indicating he could not hear me. I frantically just kept flashing taxi light and landing light that should have blinded him but he just kept moving! We missed hitting other airplane by inches. Name finally could hear me and stopped. He said he could not hear me before. I asked him If he saw all my lights flashing him in his face he said 'yes but my Crew Chief signaled keep going'. I told him if you ever see taxi landing lights flash again STOP no matter what. He said female driver got confused and he took over. I told him we just missed hitting another airplane. I asked for his employee number and he gave it. I asked Flight Attendants if passengers left side noticed this near miss and they said yes with comments like 'wow that was close'. We looked reckless and dangerous to our passenger.Total ignorance on behalf of pushback crew to pushback communications and procedures.Train Ground Crew establish communications with Captain before moving aircraft by tug. Train crew to STOP and Establish communications with Captain if they see taxi lights flashing. Train crew to not salute Captain until personnel and equipment are clear to taxi forward (I've reported this multiple times for months no change).
