ISTR PLT HAS ENG PROBLEM; THEN HYD PROBLEM. UNABLE TO EXTEND GEAR.
Narrative
AFTER FLYING A SHORT DISTANCE N OF OCEAN SHORES I STARTED A DSCNT FROM 4500 FT TO 1200 FT ENG GAUGES RED NORMAL AND BEFORE DSCNT CARB HEAT WAS APPLIED. WHILE IN DSCNT STUDENT APPLIED CARB HEAT AROUND 2000 FT. AFTER LEVELING OFF AT 1200 FT I APPLIED CARB HEAT WITH NO INDICATION OF CARB ICE AND ALL GAUGES READ NORMAL. APPROX 8 MINS LATER ENG FAILED ABRUPTLY. WENT THROUGH EMER PROCS; TRIED TO RESTART ENG 3 TIMES; THEN DECIDED TO LOWER GEAR. L ENG FAILED THEN LOST ALL HYDS TO LOWER GEAR. USED HAND PUMP AS SPECIFIED IN CHKLIST. THIS PUMP SYS DID NOT WORK AS LAST RESORT USED CO2 TO LOWER GEAR. THIS ALSO FAILED. CUT AND FEATHERED R ENG BEFORE LNDG. FLAPS UP BOTH MAINS ENDED UP BEING DOWN (HAD NO INDICATION OF THIS EXCEPT FOR A NOTICEABLE DSCNT RATE). MINOR DAMAGE OCCURRED TO ACFT AND THUS AN INCIDENT. THIS OLDER TWIN ACFT WAS TECHNICALLY 'AIRWORTHY' BUT I WILL NEVER COMPROMISE MY INTUITION AGAIN AS TO WHETHER AN ACFT IS AIRWORTHY OR NOT. MY INTUITION WAS THAT THIS ACFT WAS NOT AIRWORTHY AND UNFORTUNATELY I FOUND OUT THIS FEELING WAS TRUE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. RPTR STATES CONCERN ABOUT MAINT COMES FROM CONVERSATIONS WITH OTHER PLTS. ACFT WAS HAVING PROBLEMS AND THEY DID NOT SEEM TO GET FIXED. CONCERN WAS MOSTLY REGARDING HYD SYSTEMS AND WHY BACK UP ACTIONS WERE NOT SUCCESSFUL. 1 MAIN GEAR LOCKED; THE OTHER DID NOT. FAA IS INVESTIGATING WITH RPTR COOPERATION.
