Synopsis
Dispatcher reported not issuing an aircraft an ETP (Equal Time Point); and having communication issues with the crew.
Narrative
I Dispatched Aircraft X around the Country X rocket launch area. Sent release and the crew got underway. I was preparing for turnover at approx. XA:20z and kept receiving SATCOM calls that were being dropped. I figured out it was Aircraft X during one of the dropped calls. Sent them an ACARS asking what the concern was as SATCOM was hanging up and I could not reach them either. They responded they would like to talk to tech pilot. I called tech pilot and he had to call me back as he was in an area of bad cell reception. I finally got the question and concern from crew and relayed to tech and returned the answer for them. Crew was good with response from tech pilot and was still flying route as filed/planned. In looking at the flight while trying to get a hold of all parties; I realized that I did not have a Country X airport as adequate [alternate] and since the rocket route was so far south; needed ETP's (Equal Time Point) on the release. I contacted crew and sent them new ETP's as well as weather and NOTAMs. This was approx. 200nm from the ETP created by JEPP. Gave them time and initials and did not here anything back from them so I attempted to call them on SATCOM again before turning the flight over. By now it was approx XB:35z. When I initially overlaid the route Fuel Estimate) and checked to see if I needed ETP's; the range rings for Country X airports were no longer usable and I didn't notice that they were still depicted on FE. The southern route for the rocket launch forced the need for ETP's for approx 40nm. Also; only a few Country X airports were removed from the adequate list. Some people are using the 767/777 adequate list to determine ETP's and these are different cities than the runway length ones in the latest revision of manual/alerts. Company-Make standard FE views for all people on the floor so everyone has the same range ring views. Me-Create a special one so that Country X airports are not shown.
