Synopsis

An instructor pilot and their student on short final to a non-towered airport reported a NMAC with another aircraft below them also on short final which had not communicated on CTAF.

Narrative

While returning from doing maneuvers in our south practice area; my student overflew the airport traffic patter at 1;500 ft. to complete a teardrop entry into the 45 left downwind for Runway XX at ZZZ airport. After completing 5 landings; we attempted a power off 180 making position reports for crosswind; downwind; and finally short approach for Runway XX. While crossing over the runway numbers; my student executed a forward slip to decrease altitude; once he started the slip; we were then able to see Aircraft X landing below us. As soon as we made visual with the aircraft; I called for an immediate go around and side step to the right side of the runway as initially we were unsure if the aircraft was departing or landing. After established in the upwind for Runway XX I announced on CTAF asking if the aircraft that had just landed was on frequency. After no response; I verified that I had the correct CTAF frequency set in my active comm. After verifying I had the correct frequency in my active comm; I again announced asking if the aircraft at ZZZ airport that just landed was on frequency; again no response. As the aircraft was clearing Runway XX; he announced that he was clear of all runways. I then come on the frequency and ask why he did not make position reports and told him we would talk to him on the ground. After landing; the pilots of the aircraft drove to talk to us and stated that approach had told him that there was no traffic observed between him and the ZZZ airport. I called approach control on my cell phone to request to have the approach recordings to see if that is in fact what he had said. Awaiting to hear more information.

Second reporter narrative

I was flying Aircraft Y with my flight instructor while training in the traffic pattern at ZZZ; which is an uncontrolled airport. We were making all calls while in the traffic pattern to report our position to anyone else on frequency. While performing a 'power off 180' maneuver; the CFI called for a short approach. There was not any other traffic observed in the area and no one else was talking on the common traffic advisory frequency. The CFI announced that we would be making a short approach to Runway XX. After we made our turn and we're established on final; over the 'XX' numbers; I observed Aircraft X that appeared to be departing below us; in fact; he had just landed below us. I rejected the landing and performed a 'go-around.' We vigorously attempted to contact the Aircraft X pilot. He did not respond and called himself clear of the runway prior to being clear of the runway. We continued in the pattern and made a safe landing. At the time of the near miss; we were within 100 ft. of the Aircraft X.
