COMMUTER SMT MADE A TKOF ON A CLOSED RWY AT CWA.
Narrative
DEPARTED CWA ON RWY 26 1 HR AFTER ITS SCHEDULED CLOSURE FOR MAINT. THIS WAS THE FIRST DAY OF SCHEDULED CLOSURE. NOTAMS ISSUED WERE ON WX PACKAGE HOWEVER; RECEIVED ADDITIONAL INFO FROM COMPANY INDICATING HRS OF CLOSURE WERE OX30-IH00 LCL TIME. PROBLEM AROSE SINCE OUR COMPANY OPERATES ON LCL TIME EVEN THOUGH CREW WAS BASED ON DTW WHICH IS EDT WHILE CWA IS CDT. THEREFORE; I; AS CAPT ON THIS FLT; MISCALCULATED THE LCL TIME BY LOOKING AT THE WRONG TIME SCHEDULE FOR THE TRIP. SO WHEN WE DEPARTED AT WHAT I THOUGHT WAS OX30 AM LCL TIME IT WAS ACTUALLY OY30 AM. ON TAXI OUT TO RWY 26 WHICH THE WINDS FAVORED BY BEING 300/15 KTS; NO EQUIP WAS NOTED ON RWY OR RWY AREA. IN ADDITION; I HEARD AN FAA VEHICLE DRIVING OUT TO THE LOC; WHICH TO ME CONFIRMED THAT THEY WERE ABOUT TO CLOSE THE RWY ON SCHEDULE; AT OX30 AM LCL TIME. IN ADDITION; I WAS DISTR BY WX PROBLEMS AT OUR DEST AND A SMALL PROBLEM IN ACFT. MY SUGGESTION WOULD BE TO RUN OUR COMPANY; WHICH OPERATES IN 2 TIMES ZONES ON ZULU TIME AND PLACE ALL OUR SCHEDULES AS SUCH.
