Air Carrier Ramp personnel reported a communications breakdown between cargo and ramp personnel which resulted in a gate return due to a live animal and Dangerous Goods load discrepancy.
Narrative
A dog was delivered to my Gate; that was not on my load plan; I called and informed my CSM (Customer Service Manager) that I'm going to refuse the dog because its not on the load plan. The Ramp CSM called and informed cargo CSM of the situation; the Cargo CSM came and removed the dog and instructed me to load in aft bulk instead. Knowing I had dangerous goods on the aircraft. I was informed the flight was returning to the gate to remove the dog because of the dangerous goods discrepancy. The cargo CSM told me to load the dog in the aft bulk and the software allowed me to do so. The dangerous good shipments all came from cargo; so cargo was fully aware of what was planned for that flight. plus; software allowed me to load the live animal in aft bulk; the software asked me if there was any dangerous goods in the aft bulk; which there was not so I said no; the dangerous goods were in the aft compartment separate from the aft bulk and the software allowed me to finalize the flight. The dangerous good shipments all came from cargo; so cargo was fully aware of what was planned for that flight. plus; software allowed me to load the live animal in aft bulk; the software asked me if there was any dangerous goods in the aft bulk; which there was not so I said no; the dangerous goods were in the aft compartment separate from the aft bulk and the software allowed me to finalize the flight. The Pilot noticed the discrepancy and returned to the Gate. Upgrade the software to inform/alert crew chiefs about dangerous goods and live animals in aft and aft bulk position discrepancies and not allow to continue loading.
