ACR MLG ON ROUTINE RWY TURN OFF PROC FINDS SMA ON TAXIWAY EXCURSION IN AN EVASIVE ACTION TO AVOID ACR'S POTENTIAL TURN ONTO PARALLEL TAXIWAY.

ACR MLG ON ROUTINE RWY TURN OFF PROC FINDS SMA ON TAXIWAY EXCURSION IN AN EVASIVE ACTION TO AVOID ACR'S POTENTIAL TURN ONTO PARALLEL TAXIWAY.

Narrative

AFTER LNDG ON RWY 28L AT CMH I RELINQUISHED CTL OF THE ACFT TO MY CAPT BEFORE REACHING INTXN C4. THE TWR CTLR TOLD US TO MAKE ANY R TURN OFF OF THE RWY. THE CAPT INITIATED A R TURN OFF OF RWY 28L AT INTXN C4. AS WE ENTERED THE TURN ONTO C4 I ASKED TWR IF SHE WANTED US TO GO TO GND. SHE SAID AFFIRMATIVE. AS I LOOKED DOWN TO SWITCH FREQS THE CAPT STOPPED THE ACFT. I LOOKED UP AND SAW A SINGLE ENG SMA SKIDDING OFF THE N SIDE OF TAXIWAY C AHEAD OF US AND TO OUR R. GND CTL THEN STATED 'GOOD JOB (MAJOR AIRLINE) YOU JUST RAN AN SMA OFF THE TAXIWAY.' WE WERE STOPPED WITH THE TAIL CLR OF RWY 28L WHILE STILL ALLOWING AMPLE ROOM FOR THE SMA TO PASS IN FRONT OF US AND EXIT AT C4 TO THE FBO. THE SMA WAS IN THE GRASS TO THE E OF C4 APPROX 1-2 FT ON THE N SIDE OF TAXIWAY C FACING W. HE REQUESTED TO BE TOWED OUT. THE FOLLOWING IS MY OPINION AS TO WHY THIS SITUATION OCCURRED: 1) THE TWR CTLR TOLD US TO TURN R AT ANY INTXN; SHE DID NOT GIVE US ANY TFC ADVISORIES OR INSTRUCTIONS TO HOLD SHORT OF THE PARALLEL TAXIWAY C. 2) INTXN C4 IS A VERY SHORT TAXIWAY. THE CAPT OF OUR ACFT WAS CLRING THE RWY AS INSTRUCTED BY ATC. IN ORDER TO DO THIS HE HAD TO INSURE THE TAIL OF OUR ACFT WAS WELL CLR OF THE RWY WHILE STILL ALLOWING ENOUGH ROOM FOR THE SMA TO PASS IN FRONT OF US. 3) I BELIEVE THE PLT OF THE SMA OVERREACTED BY EXITING THE TAXIWAY. THERE WAS PLENTY OF ROOM LEFT ON TAXIWAY C FOR HIM TO PASS IN FRONT OF US. I ASSUME THAT HE DIDN'T THINK WE WERE GOING TO STOP AND THEREFORE HE ACTED IN A MANNER HE THOUGHT WAS NECESSARY. IN A WAY; I CAN UNDERSTAND HIS ACTION AS IT WOULD BE A SCARY SIGHT SEEING A TRANSPORT JET HDG TOWARDS YOU WHILE YOU'RE SITTING IN THE SEAT OF A SMALL SMA. THIS LEADS ME TO ANOTHER QUESTION THAT ENTERS MY MIND; DID GND CTL MENTION ANYTHING TO HIM ABOUT US? IT APPEARED TO ME THAT THE SMA WAS TAXIING AT AN EXCESSIVE RATE OF SPD DUE TO THE MANNER IN WHICH HIS TIRES WERE SKIDDING ACROSS THE PAVEMENT AS HE ATTEMPTED TO STOP HIS ACFT. I SUPPOSE HE COULD HAVE BEEN TRYING TO BEAT US TO INTXN C4. 4) AS I LOOKED DOWN AND FLIPPED THE SWITCH TO CHANGE TO GND CTL; BEFORE I COULD CHK ON; THE GND CTLR MADE HIS SMART REMARK INSTEAD OF ISSUING A POSSIBLE CONFLICT WARNING TO BOTH ACFT. SUPPLEMENTAL INFO FROM ACN 190317: WE EASILY MADE A SAFE; COMFORTABLE STOP ON C4. WE WERE INNOCENT BYSTANDERS OF A PLT THAT WAS POSSIBLY TAXIING TOO FAST; THAT PANICKED; AND A LACK OF ATC COM AND COORD. WHY WAS HE TAXIING SO FAST HE COULD NOT MAKE A SAFE; COMFORTABLE STOP IF HE WAS UNSURE WHAT WE WERE GOING TO DO? DID ATC FAIL TO ADVISE OR DID HE NOT HEAR ABOUT US AND THE SMA WAS SUDDENLY SURPRISED? DID ATC TWR AND GND COORDINATE 2 POSSIBLE CONFLICTING TFC? IN CONCLUSION; WE STOPPED ON C4 AND THE SMA COULD HAVE CONTINUED TAXIING ON C CENTERLINE TO HIS DEST HAD HE BEEN TAXIING SLOWER; NOT PANICKED; AND/OR BEEN ADVISED OF OUR POS.
