MLG FLT HAD NORMAL APCH BUT LANDED SHORT OF DISPLACED THRESHOLD AT BWI RWY 33L.
Narrative
I WAS CAPT OF FLT. WE DEPARTED CLE NORMALLY. THE FLT WAS NORMAL DURING THE ENRTE AND APCH PHASE. INFO WAS OBTAINED FROM THE BWI ATIS. I BRIEFED THE FO ON THE INFO NOTING THAT THE THRESHOLD WAS DISPLACED ON RWY 33L. DURING THE APCH I NOTICED A 7 KT TAILWIND ON THE FMCS. THE FO FLEW THE APCH AS I THOUGHT HE SHOULD. IT APPEARED TO ME THAT WE WOULD TOUCH DOWN EXACTLY WHERE I WANTED TO BASED ON THE EXISTING CONDITIONS. DURING FLARE I THOUGHT THE ACFT WAS GOING TO TOUCH DOWN BEYOND WHERE THE THRESHOLD WAS; HOWEVER; AT TOUCHDOWN I REALIZED THAT WE HAD TOUCHED DOWN SHORT OF THE THRESHOLD AS THE TAXI LIGHT SHOWN ON A X INDICATING A CLOSED PORTION OF RWY. THE SPOILERS DEPLOYED AUTOMATICALLY AND THE FO HAD ALREADY SELECTED REVERSE THRUST; SO I ELECTED TO CONTINUE THE LNDG. THE ACFT HANDLED NORMALLY ON ROLLOUT AND TAXI IN TO THE GATE. THE MECHS TOLD ME WE HAD DAMAGED 3 MAIN TIRES. THERE WERE NO PERSONAL INJURIES. I BELIEVE THIS INCIDENT WAS CAUSED BY A COMBINATION OF POOR RWY LIGHTING INDICATING A TEMPORARY DISPLACED THRESHOLD AND THE DUSK LIGHT CONDITIONS WHICH EXISTED AT LNDG.
