Captain reported refusing the aircraft due to concerns over maintenance documentation of excessive oil consumption.
Narrative
The aircraft was flagged because of high oil consumption and was placed under maintenance monitor and restricted to [company] maintenance stations. On preflight; a fresh pool of oil was found under the #1 engine and oil was dripping from the drain mast; in addition safety wire was found in the same area. Line Maintenance was called. After inspection they told me it was probably overfill from service. I pointed out that according to the logbook and the [online documentation]; the last service was performed that morning in ZZZ.I called [maintenance] and talked through the situation. He also commented that it was probably from over service. I explained to him the same concern that no service in ZZZ1 was documented. He read to me (I don't know where his info was coming from) all of the oil add notations which included one from ZZZ1 that day. They asked us to perform an engine run and line maintenance would check for leaks. I was sufficiently concerned about the seeming lack of documentation and ongoing engine oil leak/consumption issue that I refused to take the aircraft. Delayed maintenance on aircraft. Incomplete aircraft maintenance records. Adherence to SOP from maintenance record keeping. Stop deferring maintenance and fix the aircraft issues when thy occur.
