Chancellor 414A Pilot reported Brake failure on landing rollout ending in a runway excursion and damage to the aircraft.
Narrative
Preflighted at ZZZ at about noon on DATE. Nothing was indicating wrong anywhere including the brakes; but the pads are not really visible. Did Run up; brakes worked fine. Taxied onto Runway XX at ZZZ; applied 28' of MP with brakes on; plane stayed in position; brakes working; engine optimal. Departed and on final approach to Runway XX had a little wind shear (-15 kts) but was flying +10 Vref so it was no issue. Gusty approach; flared about 500 feet from threshold of Runway XX; gust took me up; flared again and touched down before 1000 feet from Runway XX threshold. Applied brakes but nothing happened; did not slow. Pushed as hard as I could and still nothing. Power was off; flaps up; so; I pull the mixtures; still on the brakes; fuel off; and hope I'll be slow to make the last exit. I was going try to ground loop her around to minimize damage; didn't work. Guided the plane so as not to damage the lights at the airport and aimed to the left missing all the airport infrastructure. Didn't want to damage anything or put my plane in an unsafe area for other aircraft. There's a 20ft drop at about a 60 degree angle that the tail it only 5 feet from. Wasn't going fast; 10-15 knots; but that drop did the damage. Engines were not turning; no smoke or fire. No fuel leak that could be seen at the time.
