Synopsis

ATC reported a UAS crew flying a UAS near a controlled airport where they were not authorized to operate.

Narrative

Aircraft X and Aircraft Y came to us IFR requesting low and high key approaches. Neither are authorized at our airport for safety concerns. Aircraft X was adamant about proceeding with the unusual procedure with too much going on in the pattern to accommodate. The radar controller made it clear multiple times he could not proceed as requested. After being cleared for a straight in approach and shipped to Tower; Aircraft X continued doing what he was told he could not do. He then badgered the tower controller to do what he wanted. Both controllers are experienced and made it clear the operation was not able to be accommodated. This is another example of military coming into the NAS and creating unsafe situations and not following instructions. All military Aircraft need to stay in the military controlled airspace. They are a hazard to the general public; they don't understand basic FAR and FAA regulations or procedures and seem interested in adhering to operations that don't jeopardize the flying public as a whole. Management has been advised of this ongoing complacency and seems comfortable with burying the issue until it leads to tragedy.
