Air carrier Ramp Lead personnel reported a computer malfunction which was not producing a dangerous good form for the flight crew. After extensive trouble shooting the Hazmat cargo was unloaded which eliminated the dangerous good form requirement.

Synopsis

Air carrier Ramp Lead personnel reported a computer malfunction which was not producing a dangerous good form for the flight crew. After extensive trouble shooting the Hazmat cargo was unloaded which eliminated the dangerous good form requirement.

Narrative

Event occurred in ZZZ on XX at XX:30. Saw Dangerous Goods Form on scanner; tried pulling up on DG program and was not on there. Doubled checked several times and still nothing showing up.The event occurred as I was in the middle of verifying everything to finalize and the Pilot was requesting for Dangerous Goods Form paper and I had told him there was no Dangerous Goods Form showing up on my end on the computer but also the freight never showed up so I had to refuse the 230 lbs. of Dangerous Goods freight. Then Pilots; Towers; Gate Agents and Manager kept repeatedly asking for Dangerous Goods Form paperwork but there was no paperwork only thing that was put on the aircraft that was dangerous goods was dry ice. Then another Ramp came over and tried it herself then I showed her what I had showed the Manager. I ended up taking the dry ice that I had put in F1 off the aircraft; removed it and the other Ramp overlooked everything I did and still gave her the same thing. I had called the Load Planner several times and he told us that we were going to have to close it out manually; so we went inside the gatehouse and tried to close it out manually for 30 minutes. It wouldn't let us close it out we called the load planner to double check if it was closed out on their side; he said it wasn't he said we have to wait until it refreshes before it can go through. That's when 30 minutes went by and it finally went through.Kept pulling up program for Dangerous Goods Form and was still not showing no paper work. Waited to see if the 230 lbs. of freight was going to show up. Pilot later said he needed paper work but there was no Dangerous Goods Form for the freight that never showed and was refused. The only dangerous goods that was on the aircraft was the Dry Ice and verbally told the Pilot there was no paperwork for Dangerous Goods showing up and I had refused one of the dangerous goods. Manager was standing there and I had told him to come with me in the gatehouse so I can show him on the computer and what's showing up. He saw everything as I was going step by step with him with the process.Manager was hovering over my shoulder and the other Ramp. We called the Load Planner and notified the Tower as they kept calling but it was too many people calling all at once as we were being micromanaged with the Manager standing over us trying to close out the flight.
