VIOLATION OF FARS IN OP OF ACFT NAV EQUIP IN EXTENDED OVER WATER OP WITHOUT A QUALIFICATION CHK RIDE.
Narrative
ON 10/WED/91; I WAS SCHEDULED TO FLY A KEWR DIRECT EDDK/EDDK DIRECT KEWR TRIP BY COMPANY SCHEDULING. WHEN INITIALLY INFORMED OF THE TRIP; I TOLD THE SCHEDULER I WAS NOT QUALIFIED OVER THE N ATLANTIC BECAUSE MY IOE TRAINING INCLUDED PACIFIC OPS ONLY. THEY CALLED BACK AND SAID A NEW FAA READING ON THAT SAID FOS; ONCE QUALIFIED IN ANY OCEAN; ARE QUALIFIED IN BOTH. I ACCEPTED THE TRIP. THE FLT FROM KEWR TO EDDK WAS VIA OMEGA NAV. THE FLT FROM EDDK TO KEWR WAS NAVIGATED BY INS. I HAD ATTENDED COMPANY'S LONG RANGE NAV TRAINING; WHICH INCLUDES BOTH OMEGA AND INS COURSES; AND THOUGHT I WAS FULLY QUALIFIED IN BOTH SYSTEMS. UPON RETURN TO KSDF (LOUISVILLE) I WAS INFORMED THAT I WAS NOT INS QUALIFIED SINCE I HAD NOT RECEIVED AN INS ACFT CHKRIDE; AND THAT I WAS ILLEGAL TO FLY THE INS LEG OF THE TRIP. AT NO TIME; EITHER BEFORE OR DURING THE TRIP DID I HAVE ANY INKLING THAT I WAS NOT INS QUALIFIED. CORRECTIVE ACTIONS: INCORPORATE INTO LONG RANGE NAV TRAINING AN EXPLANATION OF EXACTLY WHAT IS NECESSARY TO BE OMEGA/INS QUALIFIED. INCLUDE; IN DETAIL; THE ANNUAL CHKRIDE AND INITIAL CHKRIDE REQUIREMENTS FOR ALL CREW POSITIONS IN THE COMPANY'S FLT OPS MANUAL; TO INCLUDE INS/OMEGA QUALIFICATIONS. SUPPLEMENTAL INFO FROM ACN 191832. COMPANY'S SCHEDULING ERROR IN ASSIGNING FO THIS TRIP; AND MY ASSUMPTION; AS CAPT; THAT FO HAD BEEN INS CHKED. BETTER COM ON MY PART TO ENSURE THAT FO'S ARE PROPERLY CHKED. COMPANY'S SCHEDULING DEPT WILL KEEP BETTER RECORDS.
