FLC DEV IN TAXIWAY TRANSGRESSION.

Narrative

AFTER LNDG AT TEB ON RWY 19 WE WERE INSTRUCTED TO TAXI CLR AT F TAXIWAY AND CALL GND CTL ON 121.9. I; AS THE PNF; ACKNOWLEDGED THE CLRNC. AS WE TAXIED CLR OF THE RWY (MARKED BY THE DOUBLE YELLOW LINE) I NOTICED WE WERE NOT DECELERATING AND CHALLENGED THE PF (ALSO THE DIRECTOR OF AVIATION FOR OUR CORPORATION) IF HE SAW THE CPR JET TAXIING FROM OUR L TO R ABOUT 150 FT AWAY. HIS RESPONSE WAS 'UH-HUH' AND HE CONTINUED TO PULL R OUT IN FRONT OF THIS ACFT WITHOUT A CLRNC! I SAID; 'CAPT; YOU NEED TO STOP -- WE DO NOT HAVE CLRNC'; AT WHICH POINT HE BEGAN TO SLOW HIS PACE SLIGHTLY AS I CONTACTED GND FOR OUR TAXI CLRNC. BY THE TIME WE RECEIVED THE NECESSARY TAXI CLRNC WE HAD MANAGED TO CUT OFF 1 ACFT ON THE TAXIWAY WHO WAS SUPPOSED TO BE THERE AND WERE ALREADY ON THE TAXIWAY PARALLEL TO THE ACTIVE. NEITHER GND NOR THE OTHER ACFT SAID ANYTHING ABOUT THE INCURSION TO US. THIS INDIVIDUAL CONSTANTLY HARPS ON THE SUBJECT OF HOW VALUABLE HE IS BECAUSE OF HIS EXPERIENCE. AS I REMEMBER THE DEFINITION OF LEARNING IS A CHANGE IN BEHAVIOR THROUGH EXPERIENCE. EXPERIENCE IS GREAT IF YOU LEARN FROM IT; IT IS OBVIOUS TO ME THAT INDIVIDUAL HAS NOT. BY THE WAY; WE VIRTUALLY REPEATED THIS EVENT UPON ARR AT OUR HOME BASE; AT LEAST THERE WAS NO ONE TO CUT OFF THIS TIME. EXPERIENCE IS GREAT AS LONG AS SOMEONE LEARNS FROM IT.
