Ground Controller reported the Local Controller cleared a slow aircraft to land in front of a much faster aircraft that was landing on an intersecting runway resulting in a critical ground conflict.

Synopsis

Ground Controller reported the Local Controller cleared a slow aircraft to land in front of a much faster aircraft that was landing on an intersecting runway resulting in a critical ground conflict.

Narrative

Aircraft X was on visual approach to Runway XX. Runway XY was the active runway. Local controller withheld landing clearance from Aircraft X and turned Aircraft Y direct the numbers for Runway XY to try to keep them ahead of the jet landing on XX. Aircraft X was 3 times the speed of Aircraft Y. I was the Ground Controller/CIC and advised the Local Controller that I did not think this would work safely. Local Controller ignored my suggestion. Aircraft XX crossed the XX threshold and was given a landing clearance Less than 50 above the runway. Aircraft Y was past the threshold on Runway XY but still 10-20 feet above the runway and was told by the Local Controller to hold short of Runway XX. Land and hold short is not legal on Runway XY. Aircraft Y locked up their brakes and barely stopped short of Runway XX. Had Aircraft Y not been able to hold short of XX; they would have collided with Aircraft X on their landing roll out.This situation could have been easily avoided by the local controller by either sending Aircraft Y around; or not forcing them inbound ahead of Aircraft X. This controller has created several unsafe situations like this in the past.
