Narrative
I WAS PROVIDING OJT FROM THE BEGINNING OF THIS PARTICULAR WORK SESSION UNTIL APPROX 5 MINS PRIOR TO THE INCIDENT IN QUESTION. THE TFC BUILT TO A COMPLEXITY THAT I FELT EXCEEDED THE DEVELOPMENTAL'S ABILITY. ALL OF THE INBOUNDS WERE DECLARING MISSED APCH; IN ADDITION TO WORKING THE RECOVERY OF 2 FLTS OF FGTS; ONE OF WHICH NEEDED TO BE SPLIT UP AND VECTORED FOR INDIVIDUAL APCHS. ANOTHER CTLR IN THE TRACON ANSWERED A CALL ON THE LANDLINE FROM CLEVELAND CENTER. HE PHYSICALLY POINTED OUT AN ACFT ON MY RADAR SCOPE THAT WAS APPROX 20-25 MI SSW OF TOLEDO; NWBOUND; DSNDING TO 9000 FT (AN SMA Y). I TOLD THE CTLR 'POINT OUT APPROVED.' LATER; ONE OF THE FGT X; AFTER ANOTHER MISSED APCH; ASKED IF HE COULD CLB TO 10000 FT AND HOLD FOR WX. I WAS UNABLE TO CLB HIM IMMEDIATELY. AS SOON AS TFC PERMITTED; I CLBED THE FGT X TO 10000 FT ON A SWBOUND HDG. AFTER REACHING 10000 FT; THE FGT X WAS TURNED SBOUND TO EVENTUALLY HOLD S OF TOL TACAN. THE POINT-OUT ACFT (SMA Y) WAS 3 MI SE OF THE FGT X; INDICATING 10400 FT; WHEN THE FGT X WAS ISSUED A SWBOUND TURN. THE FGT X INDICATED HE HAD THE SMA Y IN SIGHT. THE FGT X PASSED APPROX 1 MI W OF THE SMA Y. I WAS WORKING W RADAR; ARR RADAR; AND RADAR HDOF AT THE TIME. ADDITIONAL MANPWR AT THIS FACILITY WOULD ALLOW MORE RADAR/TWR POSITIONS TO BE OPEN AND DECREASE THE WORKLOAD PER EMPLOYEE.
