Synopsis

EMB-145 flight crew reported another aircraft crossing runway while they were on short final.

Narrative

Operate ZZZZ - ZZZ Day 0We were operating Flight XXX from ZZZZ to ZZZ. We were set up and cleared for the ILS XXR by ZZZ Approach. After being cleared for the ILS XXR we accepted and confirmed the clearance. We were then cleared to land on Runway XXR in ZZZ. Although we were in visual conditions and had the runway in sight outside of ZZZZZ; we did not accept a visual clearance and continued on the ILS. The approach was performed to standards; making all necessary callouts and acknowledged a call for possible birds on short final and that Aircraft Z would land on the crossing runway in front of us. All was normal. I made the 500 ft. call; and Person A acknowledged the call and stated landing. I then noticed the 2 airplanes approaching from the right on Taxiway F; but felt that they would surely stop short as we were on short final. However; I noticed their speed and then began to question whether or not they would stop; they did not. The first airplane was Company A airplane and the second was a Company B. As this unfolded both Person A and I saw what was happening and verbally questioned landing. I immediately got on the radio and questioned ATC; that we were confirmed 'cleared to land' and that we had 2 airplanes crossing right in front of us. The only response was 'Go Around.'We immediately accepted the go around. We were given instructions to climb to 3;000 ft. and turn to a heading of 300. We complied with all instructions and were then handed off to departure. On departure after we set the airplane up for the approach and landing; I queried ATC as to what happened and the controller; said he did not know; but that they would 'chew someone out for us; if necessary.' I also asked the next controller (ZZZ final) and he did not give us any answers. We were given vectors for the ILS for XXR and performed the approach and landing under normal conditions and to standards. We have included links to the 3 ATC recordings from ZZZ Tower; Ground & Approach that clearly show we were cleared to land; and then Ground Control cleared Company A and Company B to cross XXR in front of us causing a runway incursion. It also has a controller ask Company B if they can 'Hold Short' after we questioned ATC about the crossing planes and were given the 'Go Around' instruction. The Company B pilot states that it is 'Too Late' as they were already on the runway. The suggestion that I have is that this is a good example of why even in the best of conditions that seem incredibly normal you must stay aware and vigilant of your surroundings and what is going on in all aspects of your flight. After reviewing the tapes; it is clear that the root cause is a mistake by the ground controller to clear the airplanes to cross the runway and not checking to see if any aircraft are on final with enough room to safely cross. Clearly the controller did not check or simply missed our aircraft on a very short final under 300 ft. of altitude.
