B737 Captain reported a flaps disagree indication resulted in a precautionary landing.

Narrative

The first officer was flying and we were cleared for the visual approach to Runway XR at ZZZ. At approximately 1400 ft AGL; we saw that both flap needles had stopped at 25 but the flap lever was in the flaps 30 decent. It took a moment as we confirmed that the hydraulic pumps were all on and that we really did have an issue. I told the FO (first officer) that I would need him to do a slow controlled go-around and that we will not raise the flaps and don't accelerate past 180 knots. At approximately 1000 feet; I called for a go-around as briefed. The FO flew while I talked and ran checklists. I informed the tower that we would need some vectors to work out a flap issue. We confirmed and accomplished the 'Flaps-Trailing Edge Flap Disagree' non-normal checklist. I tried to use the Dispatch 'call me' function on ACARS but was unsuccessful. This all took several minutes and we did not have fuel for further delay. After briefing the arrival; I told tower that we were ready to proceed to the field and that we were going to perform a normal landing. I did not feel it was necessary to [request priority]. I informed the Flight Attendants of our situation and that we were proceeding back to the ZZZ for a normal landing. I also made an announcement reassuring the passengers. The FO flew a visual approach to Runway XR and made a flaps 15 landing. After landing; we did not move the flap lever. We taxied to the gate without further incident.
