GA SMA FAILED TO COMPLETE A PRACTICE IAP ILS APCH BECAUSE THE PLT FAILED TO FOLLOW THE APCH PROC; DID NOT USE THE MARKER RECEIVER; AND MISIDENTED HIS POS WHEN CALLING THE TWR.
Narrative
WHILE ENRTE TO SBN ON A VFR XCOUNTRY FLT; I CONTACTED S BEND APCH CTL AND REQUESTED A PRACTICE ILS APCH TO RWY 27. APCH ISSUED RADAR VECTORS TO INTERCEPT THE LOC AND AFTER I WAS ESTABLISHED INBOUND TOLD ME TO CONTACT SBN TWR. UPON CONTACTING THE TWR I GAVE MY POS AS OUTSIDE NORNA. MY ACTUAL POS WAS OUTSIDE MISHA. THE TWR DIDN'T RESPOND SO AFTER THE RADIO WAS CLR I AGAIN GAVE MY POS AS OUTSIDE NORNA BECAUSE I STILL HADN'T HEARD THE OM SIGNAL SINCE MY MARKER BEACON RECOVER HAD NOT BEEN TURNED ON. WHEN THE TWR DID RESPOND; THE XMISSION WAS BROKEN UP BEYOND RECOGNITION. I ASKED THE TWR TO SAY AGAIN MY INSTRUCTIONS BUT AGAIN XMISSION WAS BROKEN UP. BY THIS TIME I REALIZED HOW CLOSE TO THE RWY I WAS AND NOT BEING CERTAIN I WAS CLR TO LAND; I DECIDED TO GAR WHICH I ANNOUNCED TO THE TWR; ALSO INFORMING THEM THAT I WAS SWITCHING TO MY #2 RADIO. AS I WAS EXECUTING THE GAR; I NOTICED ANOTHER ACFT LNDG ON RWY 27 WHICH; HAD I CONTINUED TO LAND; THE 2 ACFT WOULD HAVE BEEN DANGEROUSLY CLOSE. I WAS ABLE TO CLRLY RECEIVE THE TWR ON MY #2 RADIO. I WAS THEN INSTRUCTED TO CONTACT APCH CTL. I REQUESTED APCH FOR ANOTHER PRACTICE ILS. I WAS GIVEN RADAR VECTORS. AT THIS TIME I NOTICED MY MARKER BEACON RECEIVER WAS OFF AND ALSO MY ERROR ON POS RPTING. I CORRECTED BOTH AND SUCCESSFULLY COMPLETED THE APCH. THE FACTORS THAT CONTRIBUTED TO THIS SITUATION WERE MY INATTN TO THE APCH PLATE. DUE TO THE FACT THAT I WAS VFR I CASUALLY GLANCED AT THE APCH AND MISREAD THE OM FIX NAME. THIS; ALONG WITH THE MARKER BEACON RECEIVER BEING OFF; ARE THE MAJOR CONTRIBUTING FACTORS. THE #1 RADIO WAS FUNCTIONING PROPERLY WHILE I WAS COMMUNICATING WITH APCH CTL. I DON'T KNOW WHAT CAUSED THE RECEPTION PROBLEM WITH THE TWR BUT THIS COMPLICATED THE SITUATION. ALTHOUGH I AM STILL IN INST TRAINING I NOW REALIZE HOW IMPORTANT IT IS TO BE AWARE OF YOUR EXACT POS EVEN IN VFR CONDITIONS. I WILL ALSO TREAT EVERY PRACTICE APCH LIKE AN ACTUAL INST APCH AND NOT ALLOW MYSELF TO BECOME COMPLACENT JUST BECAUSE I'M BEING RADAR VECTORED.
