B787 Captain reported passenger misconduct and environmental system failure resulted in return to departure airport.

Synopsis

B787 Captain reported passenger misconduct and environmental system failure resulted in return to departure airport.

Narrative

On time pushback from the gate. During pushback; purser notified us of a passenger asleep on the floor. They were trying to get him back into his seat. Apparently he had taken some sleeping pills. We also had a maintenance issue with the transponder and ground confirmed they were not receiving our signal. Contact with Maintenance and checklist enabled us to get the transponder operational and we obtained a new Maintenance Release. Purser notified us of warm air in the cabin; which we expected; due to the inoperative air compressor. The narrative lead us to believe it would cool down once airborne and included procedures to cool the cabin. Takeoff just over an hour late.During climb and cruise; parts of the cabin cooled down. It was reported that rows 30 through 35 were extremely hot. One of the flight officers went back and confirmed the heat. Both the cabin and cockpit displays showed that area was warm and both displays did not indicate the temperature in other areas. Satellite call to Dispatch and Maintenance Control; stated that this was not caused by the inoperative air compressor; and there was nothing we could do to help the situation while airborne. Purser attempted to move passengers to cooler areas of the aircraft. But only a few could be moved. Terms that were used in communication included; unbearable heat; affecting medical conditions; passenger uprising. (Post flight conversation with zone; stated that they showed 127deg in one section). HF radio status delayed clearance for change of destination back to ZZZ. Finally received clearance to turn back to ZZZ. Notified Center that we would like to jettison fuel. They said we were clear to do so and we're not near any other aircraft. We initiated fuel jettison down to maximum landing weight. (Details about fuel jettison were passed to Dispatch). Then corrected fuel imbalance between wing tanks. ILS approach to Runway XXR at ZZZ; with light tailwind. Taxied to gate with hot brakes. Notified ramp to chock the aircraft and we left the parking brake off. Written and verbal debrief with Maintenance.
