Synopsis

SPI IN AN SMA UNAUTH PENETRATION OF RESTRICTED AREA ON A SOLO X-COUNTRY FLT.

Narrative

MY STUDENT WAS ON A SOLO X-COUNTRY 11/91. WHEN HE FLEW INTO A RESTR AREA R600Z. BEFORE THE FLT I CHKED HIS FLT PLAN LOG AND WX FOR THE RTE OF FLT; AND IT WAS SATISFACTORY. WHEN HE LEFT COLUMBIA ARSA HE WAS XFERRED TO MCINTIRE TWR. AFTER PASSING MCINTIRE ARPT; HE REALIZED THE TWR HAD NOT ADVISED HIM TO CONTACT SHAW ARSA. HE DID NOT RECEIVE A RADIO REPLY FROM MCINTIRE AND REALIZED SOMETHING WAS WRONG WITH HIS RADIO. AFTER 5 MINS HE FOUND OUT THAT HE HAD KNOCKED THE POINT 5 SWITCH ON THE RADIO; HE CHANGED IT IMMEDIATELY AND CONTACTED SHAW. HE HAD TRIED TO GO S OF THE ARSA AS HE DID NOT HAVE RADIO CONTACT WITH SHAW. DESPITE ACKNOWLEDGING RADAR CONTACT 5 MINS BEFORE SHAW APCH DID NOT INFORM THE STUDENT THAT HE WAS IN R600Z UNTIL HE HAD NEARLY GONE THROUGH IT. THE STUDENT HAS RECEIVED 5.5 HRS OF GND INSTRUCTION IN X- COUNTRY PROCS AND HAD 11 HRS OF DUAL X-COUNTRY FLTS. HE HAS ALSO SUCCESSFULLY COMPLETED HIS PART 141 STAGE CHK COVERING HIS KNOWLEDGE OF X-COUNTRY PROCS. IN MY OPINION THE STUDENT EXCEEDS THE STANDARDS REQUIRED BY FAR 61.93 AND MADE THIS ERROR DUE TO STRESS INDUCED BY THE COMS FAILURE AND I BELIEVE HE WILL NOT REPEAT IT.
