PLT OF CPR TURBO PROP ALLEGEDLY FAILED TO HOLD SHORT OF RWY AT MIA AND TWR ABORTED A TKOF.

Narrative

AFTER LNDG AT MIA I WAS INSTRUCTED TO TAXI VIA THE CARGO RAMP TO TAXIWAY R2 THEN HOLD SHORT OF RWY 12. LIGHTING IN THE CARGO AREA WAS VERY POOR AND THERE WAS NO SIGN OR MARKER INDICATING TAXIWAY R2. I PASSED THIS INTXN AND WAS FORCED TO MAKE A 270 DEG L TURN TO ENTER THE TAXIWAY. UPON ENTERING TAXIWAY I REMARKED TO A PLT PAX SITTING IN THE COPLT SEAT THAT THERE WAS NO HOLD LINE OR LIGHTS INDICATING THE HOLD POS FOR RWY 12. I PROCEEDED VERY SLOWLY TOWARD 12 TRYING TO ESTABLISH THE RWY EDGE LIGHTING ON 12. THIS IS VERY DIFFICULT TO DO AS THERE ARE NO RWY EDGE LIGHTING NEAR EITHER CORNER OF THE INTXN OF R2 AND RWY 12. I SAW AN AIRPLANE STARTING ITS ROLL ON 12 AND I WAS COMING TO A STOP ABOUT 125-150 FROM THE EDGE OF 12. I LATER WAS ADVISED BY THE TWR THAT THEY HAD ABORTED A FLT TAKING OFF ON 12. I SAW THE FLT PASS IN FRONT OF ME AND I DID NOT KNOW THERE WAS A PROBLEM IN TALKING TO THE TWR LATER; THEY ADMITTED THE TWR COULD NOT SEE THE HOLD LINES OR LIGHTS EVEN AFTER HAVING PORT AUTHORITY TRUCK STOP ON TOP OF THE LIGHTS. THIS INTXN IS PRACTICALLY UNDER THE TWR. HE ALSO STATED THIS SAME THING HAPPENED A FEW DAYS BEFORE. IT SURE SEEMS LIKE SOMETHING IS WRONG ON THIS TAXIWAY.
