NCT TRACON Controller reported lack of notification by FAA maintenance of radio outage; resulted in a MSAW.
Narrative
I was working CIC and Person A was working Aircraft X a departure from HWD. Person A identified Aircraft X and turned them direct ALTAM intersection. When Person A went back to climb Aircraft X they did not respond. Person A then tried the secondary transmitter and that didn't work either. I then asked Person B who was working Flight Director to go assist Person A. I suggested to call HWD Tower and see if Aircraft X went back to them without success. Person A then tried the emergency radio and then the orange jack. We were trying everything that we could think of. Guard frequency everything because MVA was still at 2000 ft. going through much higher MVA's. Person A was finally able to communicate with Aircraft X and told them to expedite their climb. When I went to advise Tech Ops they didn't initially know what the problem was but upon further investigation realized that there was an active ticket on the primary and secondary radios. We didn't have that information on the floor and there wasn't anything showing the outages on our information screen SAIDS (Systems Atlanta Information Display System). I then went to the OM and he said and showed me that there was a scheduled outage for 125.65 for both primary and secondary radios that we were not made aware of.Recommendation: We should have the HWD departures go straight out through OAK airspace and have the departure sector work them. We should have a face to face when there is a runway closure or frequency outage or something in cedar. someone should have a checklist when these types of things are out of service and make sure that everyone knows. Also put it up on the SAIDS.
