Narrative
I WORK ALONG SIDE OF NON FAA LICENSED MECHS AT COMPANY AIRLINES LINE MAINT GREATER CINCINNATI ARPT. I SIGN OFF WORK DONE BY THESE 'MECHS' EVEN THOUGH AT TIMES I AM NOT ABLE TO INSPECT WORK DONE BY THEM. COMPANY REQUIRES AN A AND P LICENSE TO SIGN FOR WORK DONE IN THE ACFT PAPER WORK. AIRLINE'S OWN STANDARD PRACTICE REQUIRES ALL LINE MECHS TO BE A AND P'S (SEE SP 1046.2 ITEM F). THE SAME SET OF STANDARD PRACTICES ALSO ARE COMPANY GUIDELINES TO THE FARS (SEE SP 4062 ETOPS MTC PROGRAM; 400.5 REQUIRED INSPECTION ITEM; 4015 MRR RPTS). I WRITE THIS RPT AS THESE NON LICENSED MECHS ARE COUNTED TOWARDS THE REQUIRED MANPWR TO WORK THE ACFT. AS AN EXAMPLE; IF 20 MEN ARE REQUIRED UP TO 30 PERCENT MAY NOT HAVE ANY LICENSE. AS A STANDARD; 1 MECH WORKS 2 GATES AND IF A NON LICENSED MECH IS ALSO ASSIGNED 2 GATES; 1 A AND P MECH MAY BE TRYING TO SIGN OFF 4 ACFT. THIS PUTS PRESSURE TO RELEASE ACFT WITH NOT MUCH QUALITY CTL OR TIME TO INSPECT WORK DONE BY NON A AND P'S AS SET FORTH IN THE FARS. ALSO; NON A AND P OR FAA LICENSED MECHS ARE ASSIGNED TO WORK ETOP ACFT WHICH HAVE VERY SHORT GND TIME TO INSPECT/REPAIR AND RETURN TO SVC.
