SLOWER SMT ON TKOF DRIFTED FROM 12R INTO DEP PATH OF MLG TAKING OFF ON 12L.
Narrative
ASSIGNED RWY 12L FOR DEP. TWR CLRED AN MLG AHEAD OF US FOR TKOF AND OUR FLT INTO POS TO HOLD; KEEP DEPARTING MLG IN SIGHT. WE WERE CLRED FOR TKOF REF THE MLG AHEAD OF US; AT APPROX 300-400 AGL APCHING DEP END OF RWY 12L WE BOTH SAW AN SMT ABOVE AND SLIGHTLY AHEAD OF US. THE TWR HAD ASSIGNED OUR FLT HDG 095 WHEN TKOF CLRNC WAS ISSUED; AT THE POINT WE SIGHTED THE SMT I HAD JUST CHANGED FREQ FROM TWR (120.05) TO DEP (119.5). WE STOPPED OUR RATE OF CLB AND TURNED TO AVOID CLOSER ENCOUNTER. I INQUIRED OF THE CTLR WHERE THE SMT CAME FROM AND HE SAID 12R. IF WE HAD BEEN FLYING A HIGH PERFORMANCE MLG WITH GREATER PERFORMANCE OR THE SMT HAD NOT BEEN USING STROBE LIGHTS; WE WOULD HAVE COME MUCH CLOSER THAN WE DID TO THE TFC. THE PROBLEM RESULTED FROM ST LOUIS HAVING A VERY STRONG SWIND THAT NIGHT. THE SMT USED THE FULL LENGTH OR NEARLY FULL LENGTH AND MAINTAINED RWY HDG OR SOMETHING CLOSE TO IT. THE GND TRACK OF THE SMT DUE TO STRONG WIND CAUSED THAT ACFT TO DRIFT OVER RWY 12L. NO CORRECTION TO GND TRACK WAS APPARENTLY ISSUED BY TWR. SMT CREW POSSIBLY DID NOT RESPOND TO INSTRUCTIONS FROM ATC. SEPARATE FREQ FOR 12L/R AND SEPARATE OR DIFFERENT (TWR) FREQ FOR DEP CTL.
