Synopsis

COMMUTER FLT LANDS ON RWY NOTAMED CLOSED.

Narrative

LANDED ON RWY 32 AT EAU. AFTER LNDG; FO NOTED IN THE NOTAMS THAT RWY WAS CLOSED. MSP CENTER; ARPT ADVISORY; COMPANY OPS AT EAU DID NOT MENTION 32 WAS CLOSED. ON THE GND I TALKED TO AN ARPT WORKER AND HE SAID 32 WAS OPEN. SHORTLY AFTER I LANDED; AN LTT LANDED ON 32 AS DID AN SMA. I USED RWY 22 FOR DEP AND NOTED TWIN SMT DEPARTED 32. ON THE RETURN FLT THE NOTAMS SHOWED 32 STILL CLOSED; BUT ARPT ADVISORY SAID WINDS WERE 310 DEGS AT 18 KTS AND 32 WAS THE FAVORED RWY. LANDED ON RWY 22 THIS TIME BECAUSE OF NOTAM THAT 32 WAS CLOSED. DEPARTED ON 22 AND NOTED ACFT WERE STILL USING 32. IN FACT BEFORE DEPARTING 22 AN SMT A LANDED ON 32 AND AN SMT B DEPARTED 32. IT WAS OBVIOUS THAT 32 WAS NOT CLOSED AND WAS IN FACT OPEN BTWN XA00 AND XD00 LCL TIME. WHEN I GOT BACK TO MSP AT XD30 OR SO; I CHKED COMMERCIAL WX AND THE EAU NOTAMS SHOWED 32 OPEN. WHEN I LANDED THE FIRST TIME AT XA30 RWY 32 WAS PLOWED FULL WIDTH; THOUGH SNOW PACKED; THERE WERE NO X'S ON EITHER END OF RWY 32. SUPPLEMENTAL INFO FROM ACN 195301: THE CAPT CALLED 'IN RANGE' TO THE COMPANY WHO MADE NO MENTION OF THE NOTAMED CLOSURE. IN ADDITION; WE CALLED UNICOM AND RECEIVED AN ARPT ADVISORY THAT WIND WAS 320/14 AND RWY 32 WAS THE PREFERRED RWY. DURING ROLLOUT; WE HEARD THE SNOW PLOW EQUIP OPERATOR ASK THE UNICOM IF THE RWY WAS STILL NOTAMED CLOSED. HE REPLIED IT WAS; AND THEN THERE WAS AN ENSUING DISCUSSION REGARDING THE COM BREAKDOWN BTWN GREEN BAY; WI; FSS AND MSP FSS. THE OPERATOR SUGGESTED THE RWY BE NOTAMED OPEN AGAIN. THE NOTAM WAS STILL IN EFFECT UP TO 4 HRS LATER.
