Synopsis

Air Carrier Captain reported have difficulty taxiing to the assigned gate due to a large volume of ground traffic that would not yield to his moving aircraft. The Captain states this is an ongoing issue at this location.

Narrative

We were assigned Gate XX. Gates XY and XZ had Airbus aircraft parked on them as well as a B777 on XA so there was limited room to begin with. As we approached XX ground vehicle traffic would not stop. I came to a stop since there was no way to enter the gate with the continuous parade of vehicles. I was flashing my taxi light to no avail. I asked ramp control how I could stop the vehicles so I could enter the gate and they said if I had my taxi light on they should stop. They didn't. I turned on all external lights but that had no effect at all; vehicles continued to transit the road in front of the gate. It was several minutes before the baggage carts trickled to a stop so I began inching forward. Behind and to my left I saw a waste truck continuing up the road pulling in front of me so I stopped again. Once this truck passed I started moving forward again when what appeared to be a maintenance cart pulled through the gate clear zone itself necessitating another stop. We eventually were able to pull into our gate. I had a similar issue taxiing into XY my previous trip though not as egregious as this one was.Ground vehicle traffic refusal to grant taxiing aircraft the right of way.There should be a training program for anyone operating a vehicle in the ramp environment with emphasis on speed limits and right of way requirements. This is a constant issue at all the airports we operate at not just ZZZ. ZZZ Gates XY; XX; XB; XC; and XD should consider requiring Wing Walkers to stop vehicle traffic while aircraft are taxiing in.
